Trump administration asks Supreme Court to clear the way for new mail-in voting restrictions

The Trump administration on Monday asked theSupreme Court to allow it to fully implement an executive order signed by President Donald Trump that seeks to impose additional restrictions on mail-in voting. U.S. Solicitor General D. John Sauer called an order by a federal judge in Massachusetts that paused portions of the order in 23 states and the District of Columbia “extraordinary,” and heargued that it “flouts settled” doctrines governing when courts can weigh in on a dispute.

Sauer also askedthe court to issue an immediate administrative stay– an order that temporarily puts the lower court’s order on hold while the justices consider the government’s request.

Trump signed the executive order at the center of the case, titled “Ensuring Citizenship Verification and Integrity in Federal Elections” on March 31 of this year. Among other things,the order instructs the U.S. Postal Service to propose rules for mail-in and absentee ballots, and it directs the Department of Homeland Security to compile “state citizenship lists” – lists of individuals in each state who are U.S. citizens over the age of 18. Under the order, the rules issued by the USPS must provide that the Postal Service can only send mail-in ballots to voters whose names appear on the state citizenship lists.

A group of 23 states and the District of Columbia, led by California, went to federal court in Massachusetts to challenge the implementation of the order. They argued that the order conflicts with provisions in the Constitution that give states the power to determine voter eligibility and to set the “Times, Places, and Manner” of holding congressional elections.

U.S. District Judge Indira Talwani agreed and on June 25 issued an order that prohibited the federal government from implementing the mail-in ballot and state citizenship list provisions for the Nov. 3, 2026, elections in the states that had filed the lawsuit.

In an order issued on Saturday, a divided panel of the U.S. Court of Appeals for the 1st Circuit turned down the government’s request to intervene. If the order were “to take effect for the elections taking place” in the fall, the majority wrote, “it would sow confusion and threaten disenfranchisement of many eligible voters.”

The Trump administration then came to the Supreme Court on Monday, asking the justices to step in. Sauer argued that the courts should not yet consider the states’ lawsuit because the agencies haven’t yet decided how they will implement the order.

But even if it were appropriate for courts to consider their request,Sauer continued, Talwani’s ruling should be put on hold to avoid “serious irreparable harm.” “Even if the agencies’ implementation plans end up being entirely lawful,” Sauer wrote, “there is not enough time to obtain ordinary appellate relief from the injunction in order to carry them out before the November election, especially given that anysuch plans will need to be implemented well before November given the timing of election procedures concerning voter-roll verification and mail voting.”

The court instructed the states to file a response to the government’s request by 4 p.m. EDT on Monday, Aug. 3.

A new long-range airliner soared high over California on Monday before finally touching down in France on Tuesday morning after flying for more than 24 hours straight from Australia, Qantas Airways announced.

Built for the carrier’s Project Sunrise, the cutting-edge Airbus A350-1000 is designed to fly passengers nonstop from the east coast of Australia to London and New York — a “world first,” according to the company.

Per public flight records, the aircraft departed from Melbourne at 5:30 p.m.on Monday and passed directly over Los Angeles and Las Vegas onMonday afternoon after crossing the international date line. It then flew over Canada and the North Atlantic and arrived in Toulouse, France, where the A350-1000 was built, just after 6 a.m. on Tuesday morning local time.

Footage released from the company shows the unpainted plane landing after flying over three continents and two oceans over the course of 24 hours. During the flight, it passed through two sunrises and sunsets, a July 28 post on X said.

Per Qantas,the planes will offer six first-class cabins, 52 business suites, 40 premium economy suites and 140 economy suites.Daily nonstop flights between Sydney and Londonare slated to begin in October 2027, with tickets going on sale in February of that year.

Senate confirms Jay Clayton as Trump's next intelligence chief

Washington — The Senate on Tuesday confirmed Jay Clayton to lead the nation's intelligence agencies in a party-line vote that could be the key to unlock a path forward on a key surveillance authority that lapsed more than six weeks ago.

The Senate voted 51 to 47 to install Clayton as director of national intelligence.He replaces Bill Pulte, a controversial housing official with no intelligence experience whom President Trump appointed to the role temporarily. The appointment led Democrats to walk away from a bipartisan deal to reauthorize a warrantless spy tool known as Section 702 of the Foreign Intelligence Surveillance Act.

"I hope this will encourage my colleagues to stop blocking reauthorization of the Foreign Intelligence Surveillance Act," Senate Majority Leader John Thune, a South Dakota Republican, said Monday on the Senate floor.

Democrats initially praised the selection of Clayton, who was until recently the U.S. attorney in Manhattan, to oversee the intelligence community. Mr. Trump announced the pick just hours before Section 702 was set to expire in mid-June, and Republicans moved quickly to confirm him as they tried to break the stalemate on the spy authority. But Mr. Trump upended those plans shortly before he was set to appear for his confirmation hearing last month, surprising Republicans.

Clayton appeared before the Senate Intelligence Committee — about a month later than originally planned — on July 15, where he declined to say outright that former President Joe Biden won the 2020 election, angering Democrats. Clayton repeatedly said Biden was "certified" as the president.

In a statement Tuesday, Sen. Mark Warner of Virginia, the top Democrat on the Senate Intelligence Committee, said Clayton "now has an opportunity — and the responsibility — to demonstrate that intelligence will never be shaped to fit a political narrative."

"Having known and worked with Jay for years, I was encouraged when he was first nominated for the position of DNI. Unfortunately, I came away from his confirmation process with serious reservationsabout whether he would be willing to stand up to political pressure when it matters most," Warner said. "Now that he has been confirmed, I sincerely hope he proves those concerns unfounded, because the Intelligence Community deserves steadier leadership than it has received in recent months."

Even with Clayton confirmed, an extension of the spy statute is likely to remain lapsed for a while longer. The Senate is scheduled to be in town through next week and isn't expected to return before Sept. 14. The House is already on a five-week recess and is scheduled to be back in Washington on Aug. 31.

Iran launched ballistic missile attack on U.S. forces in Middle East, CENTCOM says

Iran launched multiple ballistic missiles at U.S. forces in the Middle East in what U.S. Central Command described as an "attempted surprise attack."

CENTCOM said the missiles were launched at 5:45 p.m. ET Tuesday by the Iranian Revolutionary Guards. They were all "successfully intercepted," according to CENTCOM.

"U.S. forces remain vigilant and at a high state of readiness," CENTCOM said in its statement.

Ukraine says it wants to avoid "escalation" with Iran

Ukraine and Iran's foreign ministers spoke by phone on Tuesday, Kyiv said, adding it wants to avoid an "escalation" after a Ukrainian attack on an Iranian vessel in the Caspian Sea.

Ukrainian Foreign Minister Andrii Sybiha wrote on his X account that he had a "frank conversation" with his Iranian counterpart, Abbas Araghchi.

"Diplomacy is about direct conversation, even when it's difficult. I stressed that our goal is to avoid unnecessary escalation," Sybiha wrote.

Iran on Monday warned of "unforeseen consequences" after the attack last week that killed one sailor and wounded several others.

Ukrainian President Volodymyr Zelenskyy on Saturday said Kyiv had carried out long-range strikes in the Caspian Sea against vessels carrying military cargo involving Iran.

Sybiha said he reiterated to Araghchi that "all of Ukraine's actions are aimed solely at defending our country from Russian aggression and never intended to target civilian vessels or people."
