Q wants the data organized and spread. He doesn't want to be the center of attention for plenty of good reasons, from Opsec to plausible deniability. Dissemination of collected intelligence should be re-digested and rebroadcast independent of Q, along with analysis and opinion.
"Forcing the Question" at an inopportune moment jeapordizes the op, as it could wreck the progress on the Overton window overnight if it isn't part of the plan.
The noise Q wants you to make isn't about Q. It's about the data.
