I've been an amateur astronomer for several decades and have always heard that the smallest object amateur class telescopes can see on the moon is about 1/2 mile in diameter so very unlikely this will be visible unless it produces a very bright flash but the absence of oxygen and likely, fuel on the rocket means this is a nothingburger.
