NYCEDC is issuing this request for proposals (“RFP”) to seek proposals (“Proposals,” each a “Proposal”) from qualified grocers or other qualified firms (“Respondents,” each a “Respondent”), either independently or in teams, to serve as operators (“Operator(s)”) of one (1) or more stores belonging to N.Y.C. Groceries (the “Project”). Respondent teams may include both entities that directly operate stores, along with those who provide shared services such as pooled procurement, private labels, and/or other retail solutions to grocer operators. Each Respondent shall submit one (1) Proposal detailing the scope, structure, and requirements of N.Y.C. Groceries store operations. Each Proposal should describe approaches to each task outlined in the Scope of Services section of this RFP, and clearly indicate a request for any necessary financial support from NYCEDC to deliver on the initiative. NYCEDC encourages proposals that maximize the number of total sites under operation. Proposals will be evaluated based on the Respondent qualifications, proposal quality and alignment with Project objectives, and the amount of subsidy requested, as detailed in the Selection Criteria section.
