One Mooresville police officer has been arrested and at least 10 others are under investigation following an internal audit of the department’s Flock Safety camera system.
Officer Elizabeth Anne Snowman, 36, of Mooresville, was arrested Wednesday and charged with one misdemeanor count of accessing computers, according to court documents.
Police Chief Ron Campurciani said the department’s review flagged the activity of 11 officers, and investigators believe additional criminal charges could be filed.
According to the investigation, Snowman is accused of using the Flock Safety system 31 times to search for her boyfriend’s ex-wife, including while she was off duty.
Flock Safety cameras are automated license plate reader cameras installed along roadways. They capture images of license plates and vehicle descriptions—not people or drivers—and help law enforcement locate stolen vehicles, wanted suspects, missing persons and vehicles connected to criminal investigations.
Campurciani said the department is immediately tightening access to the system. Officers will now be required to enter a case number and provide additional justification before conducting searches.
The chief emphasized the technology has helped solve crimes and find missing people, but said any officer who misuses the system will face consequences.
