Google co-founder Sergey Brin has now spent $100 million to fight the billionaire tax
Google co-founder Sergey Brin has donated another $20 million to Build a Better California, an organization advocating against California’s proposed billionaire tax, according to a new filing. That means that the world’s fourth-richest man, whose net worth hovers around $267 billion, has now spent more than $100 million to avoid an estimated $13.3 billion tax payment.
California’s Prop 40, known as the billionaire tax, would impose a one-time 5% tax on the net worth of around 200 billionaires that live in the state. The windfall from this proposed tax would mostly go toward funding California’s healthcare programs. The state’s Medicaid program alone could lose up to $30 billion in federal funding once Trump’s budget cuts take effect next year.
Brin isn’t the only tech mogul seeking ways to avoid such a tax. It’s no coincidence that Meta founder Mark Zuckerberg reportedly bought a $170 million mansion near Miami this year. Former Uber CEO Travis Kalanick, venture capitalist Peter Thiel, and Brin’s fellow Google co-founder Larry Page have also left the state.
Prop 40 has also generated dissent from Governor Gavin Newsom (D-CA), who is concerned about the economic impact of these billionaires and their businesses fleeing California. Instead, Newsom has called for a “national billionaires’ tax.”
“Today, the office worker can shoulder a higher tax rate than the heiress,” Newsom noted in the blog post. “We should end the ‘tax-free lifestyle loan,’ the gimmick that lets the ultra-wealthy borrow against their stock portfolios while reporting no taxable income.”
Californians will vote on Prop 40 in November. The organization that Brin is funding has proposed opposing ballot measures that, if passed, could effectively block Prop 40 by limiting the introduction of new taxes.
Meanwhile, Nvidia co-founder and unlikely working class hero Jensen Huang says he’s “perfectly fine” paying the tax.
“I have not even thought about it once,” Huang, who would owe around $8 billion in taxes, said in a January interview with Bloomberg. “We chose to live in Silicon Valley, and whatever taxes they would like to apply, so be it. I’m perfectly fine with it.”

It Seems Like Bill Gates’ Daughter May Be in Serious Legal Trouble
Gates could be facing a "max penalty of up to 20 years prison + fines/restitution"
You might assume that Bill Gates’ 23-year-old daughter, Phoebe Gates, is the final boss of all nepo babies due to her zillionaire dad. But she’s long insisted that her e-commerce startup, Phia, will succeed with “no ties to my privilege or my last name.”
That goal just got harder than ever with the revelation that Phia has been taking credit for sales it didn’t drive — a practice that could land her in serious legal jeopardy, now that damning internal Slack channel messages obtained by Bloomberg suggest that both Gates and fellow cofounder Sophia Kianni knew they were involved in the scheme for at least seven months.
Cookie stuffing is a deceptive tactic in online marketing in which affiliates — marketers who drive traffic to brands and take a cut from sales — encourage consumers to buy products by crafting special links, which are “stuffed” with cookies that track how the consumer was originally referred to the site. These affiliates then claim commissions for sales they never drove, something that’s “typically treated as federal wire fraud in US courts,” as corporate attorney Ariel Givner pointed out in a tweet responding to Bloomberg‘s reporting.
There’s precedent. A top eBay affiliate, run by tech founder Shawn Hogan, was sued by the online auction site in 2008 for defrauding it and its affiliates in a cookie stuffing scheme. In 2014, Hogan was sentenced to five months in federal prison after being found to have defrauded eBay for an alleged $28 million in marketing fees.
According to Givner, Gates could be facing a “max penalty of up to 20 years prison + fines/restitution.”
Phia is a “personal shopping assistant” browser extension, which is designed to lead users to the best deals for clothes and fashion accessories. When a shopper uses the extension to buy something, Phia earns a commission from the retailer.
However, as Bloomberg first reported on July 9, Phia was also found to have claimed commissions on sales that never involved its product. The extension was found to open a background tab and drop its own cookie when users made a sale, while even overriding legitimate referrals.
“The most fundamental requirement in affiliate marketing is that commission is only paid if a user clicks,” independent researcher and affiliate marketing expert Ben Edelman told Bloomberg at the time. “The rules don’t allow fake clicks, simulated clicks, imaginary clicks or hypothetical clicks. Only a real click will do.”
After being confronted by Bloomberg, a Phia spokesperson blamed “technical anomalies,” arguing that it had made changes within just 24 hours to fix the problem.
“As soon as we were notified, our team worked overnight to identify, mitigate, and has since resolved the issue,” the spokesperson told the publication.
But given the latest news, it seem to show far more intent behind the scenes, indicating Gates specifically knew about an offending “coupon auto drop” feature since at least December of last year.
“can u confirm auto pop for cookie drop is live on ALL sites w a coupon to confirm we are monetizing on all [gross merchandise volume,” Gates wrote in a December 18 Slack channel message.
“Whatever we can do to keep these cookies dropping will be amazing thank you,” Kianni wrote in a separate message after an engineer warned her that auto dropping cookies could be “against compliance.”
While the company maintains it had done its due diligence, turning off the offending feature when Bloomberg first brought it to light last month, the numbers paint a damning picture. According to Bloomberg, average daily revenue plummeted from about $80,000 to between $10,000 and $28,000, according to a chart reviewed by the publication. Cookie stuffing alone accounted for an estimated 51 percent of all sales Phia claimed credit for in June.
Some affiliates have already cut ties with Phia after last month’s reporting.
It remains to be seen whether Bill Gates’ daughter will face any legal repercussions. But some commentators argue there could be enough grounds for a lawsuit.
For one, eBay, which successfully sued affiliate marketer Shawn Hogan decades ago, was directly funding Phia — a particularly ironic relationship, as independent marketplace journalist Liz Morton pointed out last month after Bloomberg published its initial investigation.
“eBay is very familiar w/ the kind of cookie stuffing fraud Phia allegedly engaged in — in fact, it worked directly w/ FBI to build a case against Shawn Hogan for similar fraud 20 years ago,” Morton wrote. In a follow-up on Tuesday, Morton argued that Etsy could also “have a case.”

Paramount Has Spent 100 Years in Hollywood. David Ellison Loved That. Until He Didn’t
The mogul says he’s considering moving his studio out of California. Not long ago, he was talking a big game about how a merger with Warner Bros. Discovery would boost the state.
“Paramount has deep roots in Southern California. My vision is to stay true to our roots,” wrote David Ellison in a letter to lawmakers representing the state in February.
What a difference a few months makes. Now the mogul is locked in a protracted legal battle with the attorneys general of California and 11 other states as he attempts to consummate a $111 billion megamerger with Warner Bros. Discovery. And he’s in a race against time before a ticking fee penalty of $7 million a day kicks in at the start of October if the deal isn’t done.
And each week, it seems, there’s a new leak suggesting the Paramount CEO may be exploring other options to move his company’s headquarters — and taking the idea seriously.
On Monday, it was Puck that kicked off another cycle when reporting that Ellison told staffers in a senior leadership meeting he plans to move the company headquarters out of state if the antitrust suit isn’t settled by Oct. 1, when that penalty fee begins. This leak underscores that urgent timetable and could be seen as both a negotiating tactic and a real consideration to pull up anchor for new shores.
As The Hollywood Reporter reported in July, Tennessee has been one of the states courting Paramount. Now add Texas, Georgia or another state to the list. The insinuation is that even if the merger eventually goes through, the two historic Hollywood studios could (theoretically) be moving out of their historic homes.
So the notion that Ellison would abandon Paramount’s historic place in Hollywood (literally: Paramount’s 65-acre lot, parts of it a century old, is the only big studio in the neighborhood, after all) to finalize his megamerger isn’t a new one. But this narrative also represents a notable change in tune from Ellison, a California native himself and the product of two California universities, who not long ago was courting state politicians to win their approval for his mega-transaction. In the same letter where he laid out his vision for Paramount staying “true to our roots,” he pointed out that it was his regime that relocated the company’s headquarters from New York to the Paramount studio lot in L.A. Paramount also made a commitment to produce more movies for theatrical release, “all of which means more activity in Hollywood and local jobs,” he claimed.
The letter was sent to lawmakers Sen. Adam Schiff and Rep. Laura Friedman in response to their concerns about what the merger would mean for jobs in the state. “Our pledge to continue to license Paramount and Warner Bros. film and shows means there will be additional opportunities available for creative talent in Los Angeles,” Ellison continued. “Our pledge to continue to be active buyers of content from third-party studios and independent producers also means more good-paying jobs in Los Angeles.”
For the politicians who received that February letter, the threat to leave the state is prompting a bit of whiplash. “The reason Paramount has been an entertainment powerhouse for over a century is the crews, the writers, the artists, and the local businesses in my district. They are the best in the world at what they do,” said Friedman in a statement to THR. “It would be a massive mistake for Paramount to leave them behind, and it’s wrong to treat the workforce that built Paramount as a bargaining chip in a legal matter.”
In his own statement, Schiff said his “north star” was to “protect the jobs of the hardworking Californians” in entertainment. “I hope that Paramount will stick to their commitments to build a stronger Hollywood and keep production here,” he added.
And Ellison isn’t the only one at Paramount to have paid lip service to the virtues of working in California. Two of Paramount+’s major upcoming new shows, the Clueless sequel starring Alicia Silverstone and the original series Ascent starring Viola Davis, are filming in L.A. They’re joining other series under the Paramount corporate umbrella, like Matlock, Tracker and NCIS: Origins, that already shoot in the state. As a result, Paramount landed more than $37 million in the last round of California film and television tax credits.
“We’re proud to continue investing in the local creative community and production talent who bring our stories to life,” said CBS Studios president David Stapf in a statement on Monday, before the latest reports of Paramount’s roving eyes emerged.
How real is the threat to flee the state, then, or is this a laughable pressure tactic? As THR has previously reported, it’s not impossible to imagine Ellison relocating the company headquarters, but the rubber would meet the road on attempting to persuade executives to move their studio work to, say, Nashville or Austin or Atlanta. All told, about 17 percent of Paramount’s workforce is based in L.A. alone, according to a study from CVL Economics, while 13 percent of Warner Bros. Discovery is based in the area. Good luck to those Paramount execs trying to meet an up-and-coming writer-creator for a casual coffee on Music Row or convincing anyone major other than Taylor Sheridan (who is soon to bid goodbye to the studio anyway) to briefly pop by for a meeting in Texas.
That’s not to mention the significant ill will that would be produced by kicking a local industry while it’s down, all while Ellison’s representatives have been presenting him for some time as the savior of Hollywood and its jobs, if only his deal goes through. (“We will continue to fight against any attempt to derail a deal that plainly benefits consumers, creators, and the industry as a whole,” a Paramount spokesperson said in response to a town hall where Hollywood workers aired concerns about job loss as a result of the megamerger.)
The production downturn in California has been so severe that it’s created a grass-roots movement to improve production conditions and become a major campaign narrative for L.A.’s mayoral candidates. “Paramount has been an iconic part of Los Angeles for more than a century, and we will work to ensure that Paramount remains rooted in Los Angeles, continues to invest in our city, and continues to support good-paying jobs for Angelenos,” Mayor Karen Bass, who is running for re-election, said in a statement to THR about the company’s latest rattle of the chains. It’s become a marketing tactic for television series and films to flaunt that they were made locally, rather than in, say, Romania or Australia.
For now, Ellison is attempting to ward off a trial with a stick, rather than a carrot, but the message keeps shifting. Maybe we should take his word for it that he means business on leaving California. But he said the opposite not too long ago.

California high-speed rail project could run out of cash next year, inspector general warns
SACRAMENTO, Calif. —
California's High-Speed Rail project could run out of money as soon as December 2027, and project leaders are not being clear about the issue, according to a new report from the project's inspector general.
Benjamin Belnap, the Inspector General for the High-Speed Rail, released an updated review of the project's revised 2026 business plan flagging the cash issue. KCRA 3 was the first to report the development Tuesday.
The High-Speed Rail Authority's original 2026 business plan had major gaps in information that the authority attempted to fill with an edited version earlier this summer. Belnap signaled that the changes were not enough, and the plan still violates state law.
In a letter to lawmakers and the governor, in an introduction to the report, the Inspector General included a set of bullet points, including one that stated: "the business plan does not sufficiently emphasize that the Authority will exhaust its current funding resources as soon as December 2027 if it does not secure financing."
The lack of cash could mean the project could be on the brink of a financial crisis at the start of 2027 if lawmakers and the governor don't address it by the end of this legislative session, which ends Aug. 31.
The state has so far spent $18 billion on the project. Its first planned segment, Merced to Bakersfield, is expected to cost at least $36 billion. The original vision, Los Angeles to San Francisco, is expected to cost between $126 billion and $231 billion.
The High-Speed Rail project has lost $4 billion in funds from the federal government, and it has yet to secure the private investment project leaders have been seeking.
The project was expected to get $1 billion a year from California's greenhouse gas emission fund over the next 20 years, but because of recent rule changes that may impact that fund, it's not clear exactly how much money the project will have access to annually. California's state budget that passed earlier this summer did not include any new money for the project.
The High-Speed Rail Authority's business plan notes its possible funding options include borrowing internally from state resources, revenue bonds and private sector financing.
"Exploration of specific financing mechanisms is a positive step, but because the Authority might run out of funding as soon as December 2027, and the financing strategy the Authority uses has the potential to significantly affect the amount of interest it will need to repay, the Authority and state lawmakers have little time for delay in deciding upon a strategy and implementing it," the Office of the Inspector General wrote.
Belnap also said in his report that the High-Speed Rail's business plan does not disclose the fact that the segment could now be delayed up to September of 2034, instead of 2032-2033. It's also not clear how much more it will cost.
Belnap wrote the business plan overall raises transparency concerns despite various recommendations from the inspector general's office.
"Instead, the Authority has obscured basic facts about the project, hindering lawmakers’ ability to provide effective oversight of the project and, in so doing, creating obstacles to achieving changes it seeks that require stakeholder agreement and legislative action," Belnap wrote.
"Because the Authority has thus far not demonstrated a willingness to establish and reinforce a process that ensures accuracy and transparency in project reporting, we have directed our report recommendations to the Board. Specifically, we are recommending that the Board adopt and reinforce a policy governing the Authority’s annual reports that includes establishing adequate timelines for preparing and reviewing complete annual reports that stakeholders can review prior to issuance," Belnap concluded.
After this story was published Tuesday, a spokesperson for the California High-Speed Rail Authority said in a written statement, “The California High-Speed Rail Authority (Authority) values constructive oversight and partnership that helps strengthen the program, and we are committed to working together to bring California’s voter‑approved high‑speed rail system to reality."
"The Authority has fundamentally reoriented the high-speed rail project by moving into its tracklaying phase, while making real, measurable progress through strong collaboration with the private sector and our partners across the state," the spokesperson said.
A spokesperson for Assemblywoman Lori Wilson, D-Suisun City, the Assembly transportation committee chair, released a statement after KCRA 3 published this story.
"While the Assemblywoman remains supportive of California High Speed Rail, she understands the project faces challenges. At this juncture, the Assemblywoman looks forward to discussing any potential funding issues at the next Assembly Transportation Committee oversight hearing."
The transportation committee chair of the Senate State Sen. Dave Cortese, D-San Jose, did not immediately respond to a request for comment Tuesday.
Democratic candidate for California Governor, Xavier Becerra, weighed in on the issue Tuesday night following his appearance at the Politico Summit in Sacramento.
"We're going to fight to get our money from the federal government, first and foremost," Becerra said. "We'll fight to get our money, if I'm fortunate to become governor, we cannot run High-Speed Rail construction the way it's been done. We need to take a look at what's going on. If I need to overhaul it, that's what we'll do, but we need high-speed rail."
Republican candidate for governor Steve Hilton weighed in on X, noting his campaign promise to stopping High-Speed Rail payments on his first day in office.
"This fiasco is a monument to the corrupt Democrat machine's incompetence," Hilton said.
The Office of the Inspector General and Legislative Analyst first raised red flags about the business plan this spring during hearings at the state Capitol.
Among the significant changes is a plan to move the locations of the planned high-speed rail stations in Merced and Bakersfield, which was expected to be built downtown. The draft business plan would move it to a more suburban area, but it is obscure about the details and impact on the project overall, officials said.
The High-Speed Rail Authority Board of Directors approved the plan in June. The board is expected to meet on Wednesday Aug. 19th.

“I love him. He is the most loving, supporting person I’ve seen. He helped her tremendously during the election,” Blanca said. “I know they love children, and they do very well with children from the family. So, I hope they get married soon, although they haven’t told me anything about their plans.”
Roberts was by Ocasio-Cortez’s side from the early days of her political career and typically helped out behind the scenes.
During Ocasio-Cortez’s run for Congress, for example, Roberts could be seen assisting his then-girlfriend in a 2019 documentary about her campaign, Knock Down the House.
“Everything from the emotional to the strategic to the practical, he has been a really important partner to her,” director Rachel Lears told Business Insider.
After she won her election, Vogue reported that Roberts walked Ocasio-Cortez to work and kept her company if she had to stay late at the office. Sometimes, Roberts even served as her unofficial bodyguard.
“He has been so supportive and willing and deeply engaging,” Ocasio-Cortez told GQ. “He’s not a witness to this. He dives into the fray for himself in that he uses what we go through as opportunities for personal growth. And it’s incredible.”
Despite the fact that Roberts has chosen to stay out of the spotlight, he’s still faced criticism in the media.
When it was revealed that Roberts had a House of Representatives staff email address, a conservative political strategist claimed on X that Ocasio-Cortez was attempting to provide Roberts with a salary paid for by taxpayers.
Ocasio-Cortez quickly shut down the rumors, explaining that the reason Roberts had the email address was simply so that he could have access to her Google calendar.
Four years after Roberts got down on one knee, The New York Times reported that the couple had called off their engagement and “quietly ended” their relationship “some time ago.”
The exact date of the ex-couple’s breakup was not disclosed. The news came just a few days after Ocasio-Cortez shared that she was freezing her eggs to “feel more in control of my life.”

Abdul El-Sayed’s ‘Shariah compliant’ home mortgage underscores deep devotion to Islam
Michigan imams point to El-Sayed as they urge congregants to cast their ballots for 'a legitimate Islamic objective'.
As Abdul El-Sayed campaigns to become the first Muslim Senator in U.S. history, Michiganders are considering how his faith factors in to his lived experience and progressive politics.
“I believe deeply in the role that faith has played in my life, in, you know, how it orients me to try and be a better person, to give more of myself, to know my fellow creation, to treat people – all people – with dignity and humanity and respect,” El-Sayed told Religion News Service last week.
El-Sayed’s devotion to Shariah, the religious and moral framework of Islam, is evident in his campaign, with staffers offering submission to Allah during weekly conference calls, and in a lifestyle built on a system that’s foreign to many residents he hopes to represent.
It’s a devotion that shapes how he prays, his marriage, his anti-Israel world view, and even how he purchases real estate.
In 2009, El-Sayed discussed why he opted for a Shariah-compliant “mortgage-alternative arrangement” to purchase a $123,000 condo in Ann Arbor during his time as a medical student, noting how his faith conflicted with traditional financing used by most Americans.
Because Shariah forbids “riba,” or interest, El-Sayed sought out a different kind of halal financing through creative arrangements at University Bank aimed at honoring his Muslim faith.
“Mortgage alternatives, which are the most popular financial product for Islamic consumers in the United States, essentially add what would have been the monthly interest into the purchase price of a home,” according to Star News. “In one variation, the bank actually buys the house at a qualified customer’s direction, and then sells it to that customer through monthly installments modeled on the payments of a 30-year mortgage. In two other common methods, the customer either acquires the home from the bank on a lease-to-own arrangement or purchases the home in partnership with the bank and gradually buys out the bank’s share.”
While it’s unclear which alternative El-Sayed leveraged, he described the financing as a godsend, pointing to how his family’s Islamic faith forced his father to save up cash to purchase a home decades prior.
“Ultimately, the question is,” El-Sayed, then 24, told Star News, “when I die and I stand before God and go through everything I did in my life, I don’t want to say I did it the easy way instead of the Shariah-compliant way. Not because of fear but because of obligation.”
Thirteen years later, El-Sayed criticized efforts to ban Shariah Law in U.S. courts during a speech before the Council on American-Islamic Relations in Oklahoma, tying those efforts to terrorists and racists.
“I don’t have to tell you that the same exact forces that drove native peoples from their land two centuries ago, destroyed Black Wall Street a century ago, bombed a building decades ago, and tried to ban Shariah Law not a decade ago, those forces are alive and well today,” he said.
In 2019, El-Sayed discussed how his Egyptian grandmother instilled his “deep faith” at a young age, and how he rebelled against the same after leaving his devoutly Muslim childhood home, before returning to Islam.
“With that distance, I got to sort of explore my faith on my own terms,” El-Sayed told Simran Jeet Singh, an academic activist focused on race and religion. “I got to learn about the Prophet Muhammad, peace be upon him, and found this man who just had this impeccable character, the kind of character I admired so much in my grandmother,” he said.
“That’s when I started to really practice my faith again on my own terms, and that’s how I try to live my faith today,” he said.
El-Sayed explained how an encounter with former President Bill Clinton at his graduation from the University of Michigan inspired his interest in politics, setting him on a course that will culminate in the general election against Trump-endorsed Republican former Congressman Mike Rogers on Nov. 3.
El-Sayed’s Islamic faith, combined with far-left policies focused on fierce opposition to Israel, is now fueling a groundswell from left-wing supporters across the nation, as the 41-year-old casts the 2026 contest as a major milestone in America’s civil rights movement.
“So we have an opportunity to do what the patriots of this country, who wanted best for this country, have been doing for 250 years: looking at her mistakes and doing the painstaking work to organize to correct it,” El-Sayed told supporters in a closing primary message cited by NOTUS politics reporter Alex Roarty. “What a glorious opportunity!” he exclaimed.
“I want you to remember that you’re walking the same exact path as all of those folks who fought for everything coming from abolition to native rights to women’s suffrage to LGBTA rights to religious freedom to ending Jim Crow, to building an America where we had unions, the folks who showed up to sit down and stand up for rights, the folks who gave us Medicare and Medicaid – you are walking that path,” he said. “That’s the path we’re walking.”
Imams in Michigan, as well as the Muslim Brotherhood’s official website, are framing the election in a similar light, pointing to El-Sayed as they urge congregants to cast their ballots for “a legitimate Islamic objective.”
“When Allah will help you with your intention, the change will come,” an imam told a room of adherents at an American Muslim Diversity Association Masjid mosque in Sterling Heights July 17 in a video highlighted by the Middle East Media Research Institute. “We know that Rashida Tlaib – she is a sister … she’s representing us in Congress.”
“So we have a lot of things coming in our side, the tide is changing, we need to take advantage of that and get involved,” the imam continued. “Abdul El-Sayed, if he gets elected, he’s going to be the first (Muslim) U.S. senator in the history of the United States.”
The imam, who also denied Muslims were involved in 9/11, pointed to the Assembly of Muslim Jurists of America, noting “they recommend to vote to serve a legitimate Islamic objective.”
“This is the fatwa from AMJA,” he said.
