The really significant finding

 

The period April 2019–February 2022 is not an “investigation-free” period for Trump.

 

It contains, among other things:

 

March 2019: Letitia James' New York AG investigation into Trump and the Trump Organization begins. The NY AG's own court filing describes it as a long-running investigation launched in March 2019.

 

September 2019: The House impeachment inquiry begins. The House Intelligence Committee says the investigation began that month.

 

December 18, 2019: Trump is impeached for the first time; Senate trial runs January 16–February 5, 2020.

 

February 10, 2021: Fani Willis formally announces the Fulton County criminal investigation into Trump's efforts to overturn Georgia's 2020 result.

 

January 13, 2021: Trump is impeached a second time; Senate trial ends February 13 with acquittal.

 

November 2021: Alvin Bragg inherits the Manhattan DA's Trump investigation after becoming DA. The investigation itself dates to 2018, so this isn't a new investigation beginning in 2021.

 

March 2019 onward: Letitia James' investigation continues, eventually resulting in the September 2022 civil-fraud lawsuit.

 

November 18, 2022: Jack Smith is appointed to take over two already-existing federal criminal investigations: the election/transfer-of-power matter and the classified-documents matter.

 

So I would not describe 2019–2022 as a gap in investigations of Trump.

 

I would describe it much more precisely as:

 

A gap in publicly documented FBI investigations specifically naming Donald Trump as the subject, while multiple congressional, state, civil, and prosecutorial investigations involving Trump were active.

 

And that's an important distinction because Jack Smith wasn't the beginning of the federal election investigation in November 2022. DOJ explicitly said he was appointed to oversee two “ongoing” investigations.

 

Likewise, Fani Willis wasn't a 2022 development; her Trump investigation began in February 2021. And Letitia James wasn't a 2022 development; her investigation began in March 2019.

 

If the objective is to determine “Was there ever a period after 2016 when Trump was not the subject of some major government investigation or proceeding?”, this expanded timeline is the much better framework. The answer appears to be no for the period covered here, but we need to be careful about calling that an absolute historical fact because investigations can be confidential and the public record can't establish every FBI/DOJ inquiry.
