federal charges could max be lying to congress most recently,
since rest is covered by pardon (if valid).
so just bring some civil charges, for destroying businesses, knowingly.
present his emails as proof and you might have a civil case on state-level
I'd imagine there'd be many more possibilities to get to him on civil/state-level using emails, diary etc as proof he knew better than what he officially recommended
