If Trump exposes the government to liability, it tarnishes the government in the eyes of the people they have been lying to, and need cooperation from.

Same as for the Pardon and the pen, Trump puts his whole family, friends, and contract awardees in the crosshairs of litigation and prosecution.

These shields benefit Trump as much as they benefit all others not being charged in government. If the military actually make arrests, they still need to fix judges, supreme court, and our corrupt judicial system, before Trump could be certain that himself and his people will be safe.

Quite the mess our nation is in, it's total police state, or civil war, if they cannot effect the plan.
