The .gov site showed that the bill didn't go anywhere, after having garnered more than a dozen co-sponsors. Thankfully. Still, it could be resurrected anytime, so always keep a close eye on your Congress-Critter.

This is DISINFO. The bill was introduced but never even assigned to committee, much less passed in the House, even less passed by both chambers & signed into law. It's just another bill which was floated to see the reaction, then ignored and allowed to die. No one yet has mentioned the pertinent fact that the fires are worse as a result of the accumulated nanoparticle aluminum in the trees and plants. The aluminum particles are small enough that, after they settle to the ground from their chemtrail source, they are taken up by the plants and trees and accumulate in the plants' extremities. The plants haven't evolved a way to detox from nanoparticles, so they just accumulate more and more nanoparticle aluminum, making them explosively combustible. Northern California has been blanketed with chemtrails heavily for many years. The increasingly disastrous fires are only one of the many negative results.

So, is the congress.gov web site not being updated for certain nefarious legislation?

I check it regularly and most bills are kept up to date regarding status, sponsors, etc.

Yet the bill cited earlier by an anon hadn't even been assigned to a committee, and that was in 2016.
