Democrat because it's NY. NY actually used to have a Republican Governor.

The balance of the parties was formerly less decided, with a large Democratic majority in populous New York City, Rochester and Buffalo, but Republican dominance in the upstate and the eastern part of Long Island. Historically, the only Democratic outpost in upstate New York was Albany.
If they divided Upstate from NYC than we would really see where NY lies in terms of political party. It would be washed in RED. Remember Pataki was a Republican.
