The central U.S. immigration reform of the 1960s was the Immigration and Nationality Act of 1965, commonly called the Hart–Celler Act. Signed by President Lyndon B. Johnson on October 3, 1965, it dismantled a quota regime designed in the 1920s that explicitly favored immigration from northern and western Europe
Before 1965, immigration was governed largely by the “national-origins” quota system. Each country’s permitted immigration was tied to its representation in an old U.S. population census, producing generous slots for countries such as the United Kingdom, Germany, and Ireland while sharply restricting Southern and Eastern Europeans, Asians, Africans, and others.
