It's been fairly obvious the DS has been trying to stay ahead of what they know is coming. Is AJ just another bullet point in the "The administration is coming after me because we did this….." defense? All the DS criminals are going to be crying vindictiveness, retaliation, etc. at their trials. [They've] been setting it up for months.
