Christopher Steele and the Clinton campaign
The strongest British connection involved Christopher Steele, a former MI6 officer who operated a private intelligence firm in London.
Fusion GPS hired Steele to investigate Donald Trump’s possible connections to Russia. That work was financed through Perkins Coie, a law firm representing Hillary Clinton’s presidential campaign and the Democratic National Committee.
Steele produced a collection of allegations that became known as the Steele dossier. He delivered reports to the FBI while also communicating with government officials and journalists. Fusion GPS promoted the research to media organizations.
The Justice Department inspector general determined that the dossier did not cause the FBI to open Crossfire Hurricane. However, the FBI later relied on Steele’s reporting when applying for surveillance authority against Carter Page.
The inspector general eventually identified at least 17 significant errors or omissions in the Carter Page surveillance applications. The problems involved Steele’s reliability, statements from his primary sub-source and information that could have weakened the government’s case.
Politically funded opposition research had entered a secret federal surveillance process without being properly verified.
Mueller and the controlled narrative
Robert Mueller became special counsel in May 2017 and continued the Russia investigation for nearly two years. His investigation documented Russian election-interference efforts, but it did not establish that Trump campaign members conspired or coordinated with the Russian government in those activities.
Mueller has not been proven to have personally coordinated with Steele, Hillary Clinton, the Democratic National Committee or Fusion GPS. That claim should not be presented as an established fact.
However, Mueller’s investigation became the institutional center of a narrative that began partly with Democratic-funded opposition research. For almost two years, Democratic officials, former intelligence officials and media commentators repeatedly suggested that evidence proving Trump–Russia collusion might soon be revealed.
The possibility of an undisclosed criminal conspiracy followed Trump through the opening years of his presidency. Every indictment, court filing and anonymous leak was treated as possible confirmation, even when the underlying matter did not establish election coordination between Trump and Russia.
By the time Mueller reported that his investigation had not established the alleged conspiracy, the accusation had already shaped congressional investigations, news coverage, foreign policy and public attitudes toward the president.
