In New Zealand, we had a corrupt cop, who was caught with CSAM on his work device.
Turns out, that Google (and others) were sending NZ Ministers details regarding this offending, so the Cops tried to cover it up.
How?
They managed to get non sworn police to go into the Ministers offices, and read all the communications, and then divert anything involving Police to the Police, so the Ministers wouldn't find out.
But how did they get staff into the Ministers Offices?
Turns out, the Ministers were receiving alarming threats and "white powder" envelopes being sent to them, so the Police responded by placing staff to intercept these "terroristic" threats.
So this begs the rather obvious question, who sent the terroristic threats to begin with?
Problem solution….
The NZ Police sent the terrorist threats to the ministers, didn't they?
