Venezuelan oil can't be used to make fuel, its too heavy.
The hydrocarbons are too long and tangled, littered with Sulphur and other impurites.
Remember, when Trump stole their oil, he threw it to the US refiners, and not one of them wanted it; it costs so much to refine, its not worth it.
Bunker fuel and tar for roads.
Mini nukes are going to replace bunker fuel, so I guess that just leaves bitumen for roads, and Canada has enormous quantities of this, and its only a few meters deep; doesn't require super heated stem to push it out from miles under ground.
Hard to see how this can be profitable.

The American's, whom were utterly terrified of being encircled by the Germans, insisted on a "broad front", approach, which meant that the Americans advanced, very slowly, into southern France, were there where no German troops.
The Brits had a kill, loss ratio of 1:0.8, or 10 Brits for 8 Germans,
The Canadian were 1.3:1, or 13 Canadians for 10 Germans dead,
but the American ratio was 1.7:1, or seventeen dead Americans for 10 Germans.

That doesn't explain the horrendous loses that the "Superior Americans" suffered at the hands of the Germans.
BTW, the ratio include airpower, which is not included in the Brit/leaf ratios.
