Reasonable articulable suspicion you are committing, have committed, or are about to commit a crime, based on objective observations, known facts, and a totality of circumstances. "We got a call" and "your suspicious" does not qualify.
Have probable cause to arrest and have lawfully arrested them.
There's no RAS of a crime here. Recording from public is constitutionally protected, even of a bank, and it can't be turned into suspicion. Asking about the vault is free speech, not a crime. It actually used to be common to want to see the vault your money would be stored in, there is absolutely nothing wrong with asking about it. You imagining someone might be casing the place does not equal RAS, because there are logical innocent reasons to do so and you're taking a "leap" based off no fact or observation that he's planning a crime, just your "gut feeling".
