Best starting point I can guesstimate in New Zealand:
New Zealand placed an order for 320 P-51s just before the end of WWII. In 1945, 30 were delivered. These were left in their packing cases until 1950. They were assembled and assigned to the TAF (Territorial Air Force) a component of the Royal New Zealand Air Force (RNZAF). The TAF disbanded in 1955. Shortly after, the Mustangs were sold for scrap.

Even if New Zealand required the scrap P-51s to have the Browning M3 .50 caliber guns removed and disposed of otherwise, large quantities of the M3s would have been available from the States due in part to the scrapping of the P-47 and F4F/F6F aircraft post-1945

The CIA’s involvement with Southern Air became a matter of public record in 1973, when documents relating to a planned purchase of the airline were filed with the Civil Aeronautics Board in Washington, DC. The documents revealed that the CIA proprietary airlines, including Southern Air Transport and Air America, all shared the same Washington address. Southern had begun its connection with the CIA in August 1960, according to a 1973 report in the New York Times; the article quoted a Miami-based pilot as saying, ‘Everybody knows Southern was doing spook stuff’.
Another airline flying in the Congo with links to the CIA was Air Congo. On 1 June 1961, Michael Hathorn, a medical doctor escaping South Africa for exile in Accra, flew to Ghana via the Congo. ‘We boarded an Air Congo plane’, he recalled later, ‘and we were rather disconcerted at first to find that half the seats had been removed and the rear half of the cabin was filled with cases containing bank notes and ammunition!’

Consulting a map of Africa the nation of Angola, where the Mustangs were to have arrived, is mighty close to Congo (DRC) so bringing in .50 cals, their ammo, and maybe some rockets not hard. BTW, operated today with numbers of Cubans, Angola has their own oil and refineries so they could make the 130 octane gas "for a small fee"
Katanga had a number of mercenaries, including Belgian pilots and possible South African, that had learned to fly Spitfires during WW2 and a Merlin engine would have been a familiar beast. Maybe planefags can chime in about RAF operation of P-51s by the RAF
