But Yass isn’t just a political donor.
He has served on the Cato Institute’s board since 2002 and was elected VICE CHAIR in 2022.
Now here’s where this gets interesting.
Cato has spent years advocating a much more permissive approach to legal and high-skilled immigration.
On H-1B specifically, Cato ‘scholars’ have opposed additional American-worker recruitment requirements, defended the program against critics, opposed restrictions that increase the cost of hiring H-1B workers and argued that restricting access to foreign talent can push jobs offshore.
Now put that next to Greg Abbott.
Abbott spent years recruiting global technology companies to Texas and personally led economic-development missions to India.
Then, in January 2026, Abbott declared:
“State government must lead by example and ensure that employment opportunities, particularly those funded with taxpayer dollars, are filled by Texans first.”
Wait.
Texans first?
So which Greg Abbott are Texans supposed to believe?
The governor who spent years building an international technology-development pipeline?
The governor who accepted $10.25 million from a billionaire who held a leadership position at a think tank championing high-skilled immigration?

Federal prosecutors say that from 2019 through March 2026, he accepted money in exchange for approving and expediting immigration applications.
But look at what investigators allege he bypassed:
• Required interviews
• Supervisory review
• Jurisdictional restrictions
• Background checks
• Standard USCIS processing protocols
DOJ says many of the applicants were allegedly NOT ELIGIBLE under federal law.
The defendants allegedly collected hundreds of thousands of dollars.
Investigators also uncovered thousands of WhatsApp messages and hundreds of calls with applicants whose cases they handled.
Think about that.
A senior official inside the agency responsible for deciding who receives immigration benefits is accused of taking money to bypass the very safeguards designed to protect the integrity of the system.
