he AfD (the party usually labeled right-wing or far-right in this context) did win in Saxony-Anhalt: it finished first with 43.8% of the vote and 39 seats, more than double its previous result and far ahead of the CDU. It just missed an absolute majority by three seats.

In Saxony the picture is narrower. The CDU finished first with 31.9% and 41 seats; the AfD came second with 30.6% and 40 seats. That is a very close second-place finish, not a loss in the usual sense.

So the AfD recorded historic gains and became the strongest or nearly strongest party in both eastern states. Whether that counts as “winning” depends on the definition: it clearly won the popular vote in Saxony-Anhalt and came within one seat of first place in Saxony, but other parties’ refusal to govern with it means it has not automatically taken power.
