WASHINGTON — President Trump will send $500 rebate checks to thousands of Americans who bought health insurance on Affordable Care Act exchanges, claiming they were overcharged.

“Our administration is doing the right thing and giving the money back to the people who were wrongly ripped off. Nearly 1 million hardworking Americans in 30 states will soon be getting refunds of $500 each, with a check sent to their home address,” the president said in a video announcement posted on White House social media accounts Thursday morning promoting his ‘Great Healthcare Plan.”

Trump said the payments would be dispatched “in just a few weeks,” meaning thousands may receive them ahead of the Nov. 3 midterm election that will decide control of Congress.

Trump, 80, is pushing a variety of incentives to keep his party in power, including $5,000 tariff dividend checks if Republicans keep their congressional majority.

The Obamacare rebates are another financial tool the president is wielding as he touts his administration’s efforts to help lower the cost of living.

The rebate funds would come from $500 million sitting in federal accounts that was collected during Joe Biden’s presidency. The White House says the Democratic administration collected excessive “user fees” for Obamacare — costs that were passed on to consumers in the form of higher premiums.

“Our administration has discovered that under Sleepy Joe Biden, American households buying health insurance through the Obamacare exchange, which is a disaster, and the healthcare.gov were massively overcharged,” Trump said.

The $500 checks would be limited to those who bought marketplace coverage without federal premium subsidies in 30 states: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin, and Wyoming.

The funds have been sitting in limbo due to arguments over how they should be spent.

The Biden administration suggested providing no-cost contraception for people whose Obamacare plans didn’t cover it, but Republicans in Congress objected so that idea was withdrawn.

It was not immediately clear whether congressional approval is needed for the proposed disbursement.

Federal agents on Thursday captured an accused election fraud ringleader who allegedly paid Skid Row’s homeless a few bucks each to sign California ballot petitions using the stolen identities of real voters.

The FBI apprehended alleged election crook James Brass, a.k.a. “Lord,” in Victorville, San Bernardino County, just before dawn.

He allegedly ran his scheme through a small company he owns called Pinnacle Brass, which is registered with the California Secretary of State.

Brass was allegedly paid $41,600 from coordinators working with an election petition management company to collect dodgy ballots.

The 47-year-old came out of his modest home around 4:45 a.m. and got into his car, surprising federal agents surveilling his residence. But the agents sprang into action tailing Brass to a nearby gas station, where they arrested him around 6 a.m.

A short distance away, the federal agents pulled him over and took him into custody without incident.

Also charged in the two-count indictment against Brass are two petition circulators who allegedly worked for him: Courtney Price, 49, of Jacksonville, Florida; and Jateisha Herron, 33, of Boron, California.

Brass is accused of collecting signatures and managing a team of signature collectors with Herron.

From February 2026 to August 2026, the defendants allegedly used a database to identify registered California voters on Skid Row, where they apparently handed out voters’ stolen identities and paid petition signers to copy the voters’ personal information onto ballot initiative petitions and fraudulently sign the petitions in those voters’ names.

After the petitions were signed, Brass and Herron signed declarations at the bottom of the petitions, falsely declaring under penalty of perjury that they personally witnessed the named registered voters sign the petitions and that each signature was, to the best of their knowledge, “the genuine signature of the person whose name it purports to be.”

Brass and Herron then allegedly turned in the bogus petitions to several petition coordinators,.

Brass further knew the false representations about the signatures’ authenticity would result in payments to him from a petition management company.

Brass received approximately $41,600 from coordinators working with a petition management company.
