Don’t forget what else was taking place around that exact morning.
Vigilant Guardian:NORAD was running a major air-defense exercise involving an attack on North America.
Global Guardian:U.S. Strategic Command was conducting a nuclear command-and-control exercise.
Northern Vigilance: NORAD fighters had been deployed to Alaska and Canada while Russia conducted a long-range bomber exercise.
NRO drill near Dulles: An emergency exercise was scheduled involving a simulated corporate jet crashing into an NRO headquarters building.
And in New York City, preparations were already underway at Pier 92 for Operation Tripod, a large bioterrorism-response exercise scheduled for September 12. Because the site was already equipped and staffed, it was quickly turned into an emergency command center after the attacks.
Bernard Kerik also testified that the September 12 Pier 92 event was the second phase of an earlier exercise calledRed X, which had simulated a bubonic-plague terrorist attack in New York. He said the earlier exercise became so intense that “five minutes into that drill, everybody forgot it was a drill.”
Then at 8:37:52 a.m., when the FAA notified NORAD that Flight 11 had been hijacked and requested fighters, NEADS asked:
“Is this real-world or exercise?”
FAA:“No, this is not an exercise, not a test.”
