not "recount" anon - it's calling counting the absentee ballots

 

On election night when the number of absentee ballots is less than the difference between the candidates, the election is called. This is because the absentees will not change the outcome (they are counted for the final number though) but the election is called that night.

 

When the number of absentee ballots is greater than the difference between the candidates on election night, the election is not called on election night and they count the absentees in the coming weeks.

 

Re-count is different.
