Department of War Issues Legal Waiver to Authorize Unidentified Anomalous Phenomena (UAP) Disclosures to PURSUE

In direct alignment with President Trump's mandate for comprehensive transparency on Unidentified Anomalous Phenomena (UAP), the Department of War (DOW) today announced the issuance of a targeted legal waiver.

 

This waiver establishes an authorized, legally protected disclosure mechanism for current and former personnel to provide UAP-related National Defense Information (NDI) to designated representatives of the PURSUE effort.

 

Under this directive, all current and former DOW service members, civilian personnel, and contractors holding or previously granted access to UAP-related National Defense Information (NDI) are authorized to disclose protected information directly to official PURSUE representatives.

 

The waiver supersedes civil and administrative enforcement provisions contained within Non-Disclosure Agreements (NDAs) and Special Access Program Indoctrination Agreements (SAPIAs) previously executed within the United States, strictly for communications directed to the PURSUE team.

 

This targeted legal relief establishes an authorized pipeline for systematic review, security evaluation, and potential declassification of historical and ongoing UAP data in furtherance of national mission objectives.

 

Historically, individuals with direct knowledge of UAP-related programs cited concerns regarding potential legal liability, loss of clearances, or administrative prosecution stemming from standard NDAs and SAP indoctrination terms.

 

This waiver removes those barriers by explicitly authorizing covered disclosures to PURSUE representatives without triggering breach-of-agreement penalties or standard NDA violations.

A Daytime Eclipse: Moon Occults Venus

 

There was something behind the clouds. Upon close inspection, it was the Moon, which was hard to see yesterday around noon above the small village of Cessy, France. But soon, it was not only the Moon. As expected, a bright dot suddenly appeared from behind the Moon the planet Venus far in the distance. Captured in the single featured exposure, both appeared to show a crescent phase. The Moon's crescent was quite slight with only about 10 percent of its face illuminated by the Sun. In contrast, Venus's crescent was more full – showing about 25 percent illumination. Venus appeared brighter because it is nearer the Sun and because its clouds are more reflective than the dark lunar surface. An occultation of Venus by the Moon is visible to only about 10 percent of the Earth, but in yesterday's event even most of that was experiencing daytime.

New Crops, Health Research Proposals to Help NASA Advance Exploration

NASA has selected 12 new investigations to help support human explorers in space.

Six will help advance the ability to produce food off-planet, while another six advance the understanding of how unique conditions associated with space exploration can impact the health and physiology of astronauts.

 

The six food-focused investigations, supported by the agency’s Space Crops grants, advance NASA’s goal of harnessing the power of plants to enhance quality of life for humans in space, as well as to enable lunar and Mars exploration.

Four of the space crops proposals focus on studies of edible plants and how their growth, physiology, and associated microbial communities are affected by environmental conditions in space or on other planetary bodies.

 

Another proposal involves understanding mechanisms by which certain plant species, called resurrection plants, can withstand extreme, dry conditions.

The last space crops proposal builds on previous studies on the International Space Station to uncover functions of algal genes, segments of DNA controlling algae survival, whose expression is modified by spaceflight.

Such studies can help scientists integrate biological-based solutions into space life-support systems.

 

The second set of six proposals fall under the agency’s Biological and Physical Sciences Division’s focus on precision health, which seeks to unravel the mechanisms by which space exploration affects health and well-being.

One proposal studies how lunar dust exposure impacts respiratory, immune, and inflammation responses. A second proposal identifies repurposed drugs that can mitigate the effects space travel has on health and physiology.

 

Two more of the research proposals look at how radiation combined with other stressors affects age-relevant characteristics seen in various organ and physiological systems.

The final two proposals assess molecular and cellular changes induced by stressors in space that can alter gene expression or protein function.

The research will identify ways to mitigate health issues and develop early-warning detection systems to notify crew of potential concerns.

 

The principal investigators who conduct the space biology studies come from 10 institutions across eight states.

Nine of the awards are for investigators who are receiving funding from the Space Biology Program for the first time.

Research for Space Manufacturing, Crew Health Begins Week Aboard Station

Lead-free soldering, space science hardware, and human research were the main science focus aboard the International Space Station on Monday.

The Expedition 75 crew members also programmed automated Earth photography gear and serviced a variety of life support hardware aboard the orbital outpost.

 

NASA flight engineer Anil Menon spent Monday working on the MIYOKA lead-free soldering experiment inside the Harmony module.

He worked on Harmony’s maintenance work area and set up safety gear to contain fumes and prevent damage, installed the experiment’s internal hardware, and tested power connections.

Next, he soldered components on a circuit board to demonstrate the manufacturing and repair of electronics in microgravity. The space-soldered samples will be returned to Earth for analysis and compared to identical ground-soldered samples.

Results may lead to reduced reliance on costly resupply missions. Menon also joined Roscosmos flight engineers Pyotr Dubrov and Anna Kikina for computerized hearing tests in the Quest airlock to check for hearing changes that may occur in the operational environment of the station.

 

Flight engineer Sophie Adenot of ESA (European Space Agency) began her shift in the Columbus laboratory module setting up the Kubik research incubator and centrifuge for remote operations controlled by researchers on the ground.

Next, Adenot refilled Human Research Facility supply kits in Columbus with blood tubes, needles, wipes, and more. She wrapped up her day working out on the new European Enhanced Exploration Exercise Device (E4D) helping researchers evaluate its effectiveness for use on future long-duration missions.

 

NASA astronauts Jessica Meir and Jack Hathaway, station commander and flight engineer respectively, focused primarily on lab hardware and life support maintenance throughout Monday.

Meir first swapped modular payload containers, or lockers, inside an EXPRESS rack that houses and supports numerous investigations aboard the space station.

Next, she inspected stowage areas inside the Harmony module to prepare space for the upcoming arrival of NASA’s SpaceX Crew-13 mission.

Hathaway began his shift in the Kibo laboratory module removing plant experiment containers and installing biological incubators on the Saibo rack.

He wrapped up his day collecting fluid samples from the orbiting lab’s internal thermal control system in the U.S. segment. The samples will be returned to Earth and analyzed for corrosive chemicals and microbial growth.

 

Dubrov and Kikina also took turns wearing virtual reality goggles and responding to computerized stimuli for the long-running Virtual experiment that tests how a crew member’s sense of balance and direction adapts to microgravity.

Kikina later assisted Roscosmos flight engineer Andrey Fedyaev as he tested the lower body negative pressure suit that reverses space-caused fluid shifts from the head toward the feet.

The specialized suit may offset the effects of microgravity and ease the adjustment to Earth’s gravity after a long-term spaceflight. Fedyaev also activated automated Earth-imaging gear to capture imagery of mountains, lakes, and deserts across Africa.

JUST IN FROM THE ALL-IN SUMMIT: NASA Administrator Jared Isaacman just laid out his vision for America’s next phase in space.

 

Among his most notable remarks:

 

• NASA expects “dozens of landers” and “dozens of rovers” to head to the Moon over the next four years, alongside major robotics and lunar resource experiments.

 

• Isaacman said the lunar south pole has only a limited number of viable landing areas near permanently shadowed craters containing water ice, creating what he described as a race for a small number of strategic “parking spots.”

 

• He warned China is targeting the same region, intends to build a lunar base with Russia and “will get to the Moon.” Isaacman said China is now an “incredible rival” and that “the Chinese are extremely good in space right now.”

 

• Isaacman called SpaceX NASA’s “most important launch partner” and said the U.S. would be “seriously challenged in the high ground of space” without its capabilities.

 

• On Mars, he argued the hardest problem is not getting astronauts there, but getting them home - and said NASA should develop nuclear-powered transfer vehicles that reduce the need to manufacture return propellant on Mars.

 

• He said NASA’s SR-1 Freedom nuclear mission will be followed by “SR-2, SR-3, SR-4,” with technology ultimately aimed at destinations including Enceladus, Europa and Titan.

 

In summary, the message from @NASAAdmin was clear: the next space race will be won by whoever can secure the Moon’s most valuable terrain, build permanent infrastructure there and use it as the springboard to Mars and beyond.

SecAF announces on-orbit space control weapons

Department of the Air Force Secretary Troy Meink said Sept. 14 the Air Force and Space Force must confront and defeat rapidly changing, AI-enabled threats while navigating a budget process built for a different pace of warfare.

The department’s mission, Meink said in a closely watched keynote address at the 2026 Air and Space Cyber Conference, is to “defend the homeland, deter all adversaries, and … if necessary … win in combat.”

 

Those mandates, he said, are fixed and understood before adding, “the threat is changing actually faster than I thought possible when I took this job 18 months ago.”

"Today, we face a mix of rapidly changing technologies, adversaries moving aggressively to employ them, and a budget process for a different pace of warfare,” Meink said.

 

Examples, he suggested, are easy to find. “In the European Theater, one-way attack drones have replaced artillery as the primary killer, while armor often sits idle.”

AI, he said, “competes with some of the world's top programmers, cyber operators and hackers. And these technologies are revolutionizing the battlefield. They allow countries that would not have had the resources in the past to quickly adapt and scale their combat capabilities.”

As a result, “we must increase our combat power and innovate faster than anyone else, affordably. We need cost-effective combat power,” Meink said.

 

Meink also acknowledged for the first time that Space Force has deployed weapons in space. “We are increasing readiness against existing threats, and the United States has on-orbit space control weapons capable of defending the Joint Force against hostile adversary action,” he said.

Additionally, Meink said that advances by adversaries and the experience in Iran has triggered new focus on Point Defense — the term the department gives to how its bases, airfields and operations are defended from airborne threats.

Meink emphasized new training and focus to ensure that this critical function is unified and seamless and that dangerous gaps in an age of drones and AI are eliminated.

 

As he has before, Meink emphasized a continued shift in force design to include a potent and dominant mix of crewed and uncrewed systems. "When we pair manned aircraft with low-cost autonomous systems, we will be able to unlock combat power at scale,” he said.

“We will dramatically increase our combat power by adding large numbers of highly autonomous systems. We're using concepts such as Open Systems Architecture to accelerate procurement, which has also increased competition from industry, resulting in better choices, better prices, and more combat power.

“Because of the steps we’re taking today, we’ll have a radically different looking Air Force by 2032.”

In the near term, by 2032, Meink said, “our special operators will have the ability to employ thousands of autonomous one-way attack weapons.

“And we will have autonomous fighters, like the Collaborative Combat Aircraft, or CCAs. We intend to have at least 500 of these in service by 2032.

 

They’ll perform many of the missions that manned fighters currently execute. Meink also announced that two new autonomous aircraft, the FQ-42 and FQ-44, have been named – Vengeance and Fury.

Additionally, Meink said the Department is developing a new version of uncrewed, multi-purpose aircraft called Mass Modular Aircraft of MMA.

“MMAs will provide affordable, attritable, long range combat power. And we'll field them at scale. With budget support, we will field 100 MMA by 2029 at half the cost of a CCA and 1/10 the cost of a fifth-gen. fighters.

So, that by 2032, 500 of these platforms will join our Air Force’s operational fleet,” he said.

 

In space, the same approach is being used on “proliferated constellations. One example is our Space-Based Interceptor program, which moved from initial contract to flight-ready hardware in less than one year.

We are making similar progress in our Space Data Network, and we start launching our Air Moving Target Indication constellation this month,” he said.

“Taken together, these investments will help us adapt and scale the force for today and tomorrow's threat environment.”

 

That overall focus is seeping into every corner of both services and is already paying off, triggering changes and a new way of thinking that is effectively reshaping the Total Force.

Basic Military Training has been retooled “to expose Airmen to flightlines, ranges, and the operational environment from the start,” he said.

Similarly, the Air Force Academy has been “reorganized to focus on the profession of arms” and more broadly the services now employ hundreds of AI tools designed for everything from sortie scheduling to data fusion.

 

Importantly, the department has made changes that will sustain these advances by streamlining acquisition practices and decision making that make both the Air Force and Space Force more capable, lethal and modern.

“We have established all 26 ‘Portfolio Acquisition Executives.’ Each is empowered and accountable for accelerating delivery in a defined mission area. We are delegating almost every authority we legally can to our PAEs,” he said.

“For most programs, that now includes Milestone Decision Authority … a big first in our acquisition community.”

 

But for all the advances and innovation, Meink warned that there are potential barriers. “In today’s rapidly changing threat environment, we cannot expect a world-class military if we choose not to invest in it.”

He also challenged industry. “Many of the weapons, components, or systems we have to buy have outrun the cost curve. They perform extremely well, but the costs are growing faster than the rate of inflation.

We need that to change to maintain our military advantage and economic security,” said Meink, who has made acquisition reform one of his hallmark issues.
