Carter Page was used by the DOJ as the legal 'Insurance Policy' (as boasted by P.Strzok) that actual launched the DOJ & FBI Russia (fake) investigation in the 1st place against (indirectly by association) against a political presidential campaign.

It was based on the premise that he was no longer an FBI employee (May-2016) but now somehow a Russian spy only 2 months later in July-2016 when Steel was fabricating the dirty dossier - which prompted J. Preet Bharara US Attorney of the Southern District of New York, and John P. Carlin, Assistant Attorney General for National Security, to initiate the 1st FISA warrant against C.P & by default against any other person he communicated with in that campaign.
So was C. Page a double agent or an FBI patsy?

Carter Page was an FBI Under cover Employee in 2013-2015, where he was assisting as an under-cover operative in a case that led to the prosecution of a Russian spy.

The prosecution refers to an "FBI undercover employee (“UCE-1)" as the key witness involved in assisting the FPB to prosecute Russian secret service agents conspiring to act in the United States as an agent of the Russian Federation, without providing prior notice to the Attorney General.
Quote: "The FBI obtained the recordings after Sporyshev attempted to recruit an FBI undercover employee (“UCE-1”), who was posing as an analyst from a New York-based energy company. In response to requests from Sporyshev, UCE-1 provided Sporyshev with binders containing purported industry analysis written by UCE-1 and supporting documentation relating to UCE-1’s reports, as well as covertly placed recording devices. Sporyshev then took the binders to, among other places, the Residentura." - end quote.
THE extent of "UEC-1' work with the FBI 2013-2015 is also referred to in the DOJ statement, as:
"During the course of the investigation, the FBI recorded Sporyshev and Podobnyy speaking inside the SVR’s offices in New York, known as the “Residentura.”
