Do Russians have people in every precinct to "meddle" with the machines? Because they are not connected to the Internet, article here states some ways it could be done:

But yeah, people in every precinct or state. However, looks like the code is still proprietary. Why? What's so special about what is kind of a spreadsheet or data base?
