Or at least it seems that way to me, especially since it's tainted with noname's stink, and is pending POTUS signature. Global Engagement Center seems like a modern day Ministry of Truth, very Orwellian. I have a feeling POTUS will sign it though even with this in there as long as military is fully funded, but I guess we'll find out.
Would it not be epic if POTUS used the Global Engagement Center to publicly validate Q's legitimacy?
