Fauci diary reveals alarm that U.S. had aerosolized Ebola virus: ‘Never should have been done’
Newly released memos reveal Dr. Anthony Fauci’s private alarm over Army biodefense experiments with Ebola and their results, which he worried would erode public trust in vaccines. His concern predated the COVID lockdown by almost four years. Ebola is not only deadly, but reports show a death rate 50 times that of COVID.
Dr. Anthony Fauci privately sounded the alarm when he learned the U.S. Army had conducted an experiment a decade ago that aerosolized the lethal Ebola virus, which is not normally transmitted by air, and then shared the results publicly amid an ongoing outbreak in Africa, according to diary entries obtained by Senate Homeland Security Committee Chairman Rand Paul.
The then-top scientist at the National Institute of Allergy and Infectious Disease was particularly concerned in 2016 that the Army medical research arm's experiment seemed to show that exposure to aerosolized Ebola caused more damaging effects in subjects that had been vaccinated. This was almost four years before he championed shutting down the U.S. economy and social life over the COVID-19 virus outbreak.
Fauci wrote he believed such research should be kept secret, preferably classified, so that it didn’t undermine public confidence in vaccination in the African countries suffering an outbreak of the virus.
“What idiots those guys at USAMRIID [U.S. Army Medical Research Institute of Infectious Diseases] are,” Fauci wrote in a March 2016 diary entry. “This should have been a classified experiment that never should have been done in the first place.”
He added, “Now I have to speak with the NSC [National Security Council] from the SKIF [sic] tomorrow to pick up the doo-doo and explain why this is an irrelevant experiment.” Fauci was likely referring to a "SCIF" which is a room designed to prevent leaked electronic communications.
The entry is the latest evidence to chronicle how widespread dangerous U.S. research on viruses has become, following revelations earlier this year from the Director of National Intelligence that the U.S. has funded scores of pathogen labs across the globe, including in war zones.
President Donald Trump recently signed an executive order mostly banning gain-of-function research that enhances viruses to make them more deadly to humans.
Paul told Just the News he believed the new diary entries reveal an effort by the federal government to hide dangerous research rather than stop it.
“These records show NIAID was funding risky research with the Defense Department, and when the results turned problematic, Dr. Fauci argued they should have been classified," Paul said."The email he sent demanding answers went to his longtime special assistant, who has since declined to answer the Committee's questions.
"Americans deserve to know what kind of risky research their taxpayer dollars are funding. It is clear additional oversight is needed into what Dr. Fauci's institute was paying for long before COVID," he added. "This is exactly why Congress should pass the Risky Research Review Act. Under my bill, an independent board of outside scientists would have to review research like this before a single taxpayer dollar went out the door.“
At the time of the Ebola experiment, the United States was planning to deploy vaccines to West Africa to address the ongoing Ebola outbreaks there. Fauci noted that African officials from Liberia, Guinea, and Sierra Leone were “going batshit” because they were concerned the U.S. would deploy ineffective vaccines in their countries.
Fauci’s diary and communications were obtained by Paul as part of his committee’s ongoing investigation into COVID-19 origins, dangerous viral research and alleged cover-ups. The latest memos, which the senator plans to release on Monday, were shared with Just the News.

Days after he found out that NIAID had funded the aerosol studies, Fauci emailed a subordinate, demanding all information about his agency’s collaboration with the Army medical researchers, and threatened to fire anyone who was not forthcoming.
“I have to meet with the NSC people later this AM. And so, please, please make sure that you or the people from whom you get this information tell me the truth, the whole truth and nothing but the truth. Do not tell me what you think I want to hear or hold back what you think will upset me. No one will get hurt if they made a mistake, but then they told me the truth,” Fauci wrote. “If someone does not tell me the truth and I find out they did not, then they are gone.”
Paul summoned Fauci to testify before his committee, but the retired top doc refused to answer most questions by invoking his Fifth Amendment right against self-incrimination. Paul's panel referred Fauci to the Justice Department for possible prosecution for contempt of Congress. Fauci was granted a pardon by President Biden, leading some constitutional experts to insist that Fauci does not have the right to invoke the Fifth Amendment.
More evidence of document destruction appears
The latest batch of Fauci diary entries and communications come as Paul says his committee is continuing to uncover fresh evidence of government-document destruction and more extensive gain-of-function research that enhances the human lethality of viruses.
Using aerosolized viruses to test infection pathways, which is what government researchers were doing with the Ebola virus back in 2016, is not considered a form of gain-of-function research by scientists. Gain-of-function research specifically requires researchers to conduct genetic alterations to the underlying virus.
The newly released memos, which include diary entries and internal emails, show that Fauci was particularly worried about how the researchers’ findings, that test animals vaccinated against the Ebola virus experienced greater levels of inflammation compared to those that were unvaccinated when exposed, may impact public confidence in vaccines.
“During the course of those experiments, the DOD noticed that the animals that were vaccinated had more inflammation in the long [sic] then [sic] those who were unvaccinated even though almost all the aerosol-challenged [sic] animals died,” Fauci wrote in a later entry. “The current experiments were done to find out if this was a real phenomenon and if it was relevant. Again, I believe all of this is important for bio-defense, but has little to do with naturally emerging Ebola outbreaks. Nonetheless, the idea that the vaccine can do harm is now causing people a great deal of concern.”
The emails show that NIAID funded the aerosol studies at the Army’s laboratory and helped design the Ebola study. “The study was conducted at the Army's infectious disease institute at Fort Detrick under a NIAID task order, comparing four vaccines in groups of four monkeys exposed to aerosolized Ebola – an engineered exposure that drove the virus deep into the lung in a way natural infection would not,” the Senate committee said in a fact-sheet attached to the new memos.
A share of blame goes to Dept. of Defense and NIAID
The memos also show that NIAID researchers never considered that the research should be classified until Fauci was informed of the results of the experiment and raised the alarm. As Fauci blamed “the foolish DOD people” for circulating the data within the government and U.S. embassies, he told his colleagues that the research should be classified because they “could indicate a vulnerability.” However, the records show that NIAID and Army researchers never considered that such research would require classification. In fact, the researchers said that some results had already been shared with vaccine manufacturers.

The chain of emails exchanged during the Ebola research saga also appears to contain a reference to federal coronavirus research, which has piqued the committee’s interest. “In the interim, however, we will continue to make plans to initiate the CoV study as soon as the lights turn green,” wrote NIAID scientist Peter Jahrling.
It is unclear whether “CoV” means coronavirus. At the time, scientists were interested in studying the coronavirus family after the outbreak in 2012 of MERS-CoV, which causes Middle East Respiratory Syndrome. Later that same year, North Carolina-based scientists announced their research showed such coronaviruses are lurking in Chinese bats and could jump to humans.

Fauci’s diary has landed the ex-health official in hot water. During his time as the leading government health official during the COVID-19 pandemic, Fauci kept a meticulous record of his meetings, phone calls, and other day-to-day activities. Last month, the committee released memos showing he privately believed that the death rate of COVID-19 was much lower than he told Congress just one month later, Just the News previously reported.
Paul said he has found more evidence of the culture of secrecy inside Fauci's inner circle, including possible destruction of documents mentioned by his then-assistant. Government emails are generally required to be preserved under the Federal Records Act. It is for this reason that Paul sought to secure legal immunity for the long-time aide who wanted to blow the whistle on that culture. Federal law allows congressional committees to seek such a court order, but only by a two-thirds majority vote of the committee. Because the panel voted 8-7 along party lines, the Democrats effectively sunk the resolution.
Paul declined to identify the aide, but previously said she expressed concern about testifying without legal immunity. The senator previously subpoenaed the assistant to appear before the committee for a closed-door meeting, but she invoked her 5th Amendment rights and declined to answer the committee's questions.

Although split along party affiliation, the United States Supreme Court underscored the validity of Trump's plans to shore up election integrity. In addition, the Cybersecurity and Infrastructure Security Agency issue a report telling election offices to treat infrastructure as a year-round target.
President Donald Trump enjoyed two end-of-week wins for election integrity, measures his administration has prioritized since the beginning of the 47th president's second term. The two-fer involved a win at the Supreme Court for the SAVE database, which verifies U.S. citizenship for voter rolls, and guidance released by the Cyber and Infrastructure Security Agency (CISA) recommending paper ballots, post-election manual audits and other hardening measures to fortify elections.
Rep. Claudia Tenney, R-N.Y., spoke to Just The News about the Supreme Court ruling, and emphasized that even deep-blue New York, the state ruled the same way. "Our New York State Court of Appeals—they're all left-leaning, all appointed by either Cuomo or Governor – ruled unanimously that only citizens can vote in our elections. So why would we let people who are ineligible to vote get on our voter rolls?"

The Supreme Court on Friday paused a lower-court injunction and cleared the way for states to resume using a modified federal database to check whether registered voters are U.S. citizens.
The fight began in March 2025, when Trump directed the Department of Homeland Security (DHS) and the Social Security Administration (SSA) to expand the decades-old Systematic Alien Verification for Entitlements program, known as SAVE. The overhaul added Social Security records, including data on U.S.-born citizens, and allowed officials to run searches in bulk rather than one name at a time.
Voting-rights groups sued. In June, U.S. District Judge Sparkle L. Sooknanan of Washington, D.C., a Biden nominee, blocked the expanded system. She said the government had “trampled on the privacy rights of American citizens” and that states were removing eligible voters based on flawed matches. An appeals court left her order in place.
The Justice Department called that ruling indefensible and asked the justices for emergency relief. In an unsigned opinion, the court said federal law already requires the government to answer state requests to verify citizenship and that Sooknanan’s order “prevents the Federal Government from using the program it believes is best suited to the task.” Justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson dissented.
The stay is not a final ruling on the merits. Federal law also bars systematic voter-roll purges within 90 days of an election, so Friday’s order is expected to matter most for individual checks before November 3 and for broader roll maintenance after the midterms, but the win solidifies that states can again use federal records to ask a basic question — whether the person on the list is a citizen.

The Cybersecurity and Infrastructure Security Agency (CISA) on Thursday released its 2026 Election Infrastructure Security Plan, the first public election-security blueprint from the agency since the Trump administration froze much of that work last year.
The 13-page document, titled “Securing the Next 250,” landed about 40 days before the Nov. 3 midterms. Homeland Security Secretary Markwayne Mullin tasked CISA with writing it in July after a long pause in federal election-security assistance. The agency had already cut roughly 1,000 employees and lost dedicated election-adviser capacity. Officials in both parties said those cuts weakened day-to-day help for state and local clerks.
The new plan does not rewrite who can vote. It tells election offices to treat infrastructure as a year-round target. CISA warns that hackers have tried to breach voter-registration systems in all 50 states, with confirmed success in at least 20. It flags weak patching, insider risk, physical threats to polling places, and databases that are too easy to reach from public lookup tools.
The recommendations are old-school by design: paper ballots, post-election manual audits, multi-factor authentication, tighter access controls, and log retention for at least a year.
CISA also says it will offer a no-cost information-sharing platform for fusion centers and election officials and assign regional directors as security advisers.
After a year of drift, the federal government is again telling states the same thing election-integrity advocates have said for years: count votes on paper, audit the count, and lock down the rolls.

After the DHS expanded Systematic Alien Verification for Entitlements (SAVE) program, a coalition of voter advocacy groups sued, arguing the use of Social Security numbers would cause confidentiality problems.
The Friday order granted a stay on the lower court's injunction of the policy. But the stay is only provisional and could become moot if the Supreme Court declines to hear the matter in full.
The court did note, however, that the impact of the stay would likely be limited in the short term, since federal law bars the clearing of voter rolls close to an election.

The migrants have been identified as Mexican national Eduardo Gallardo Maldonado, Trinidad & Tobago national Sade Guppy, Dilea Ochoa-Perez, who is in the country illegally from Mexico, and Cliff Sanon an illegal migrant from Haiti.
The Department of Justice announced Thursday that four aliens, including two illegal aliens, have been charged in Pennsylvania with election fraud for election-related activity, including two migrants who are allegedly in the country illegally.
The migrants have been identified as Mexican national Eduardo Gallardo Maldonado, Trinidad & Tobago national Sade Guppy, Dilea Ochoa-Perez, who is in the country illegally from Mexico, and Cliff Sanon an illegal migrant from Haiti.
“Our sovereignty as a nation belongs to the American people and no one else,” United States Attorney David Metcalf said in a statement. “Anyone, including illegal aliens, who votes illegally in our elections will be prosecuted for corrupting our democracy.”
Sanon, who is 39-years-old, faces the heaviest charge and was charged by criminal complaint with one count of submitting a fraudulent voter registration application. The department claimed the latest voter registration application marked his eighth fraudulent voter registration application, and he also allegedly voted in the November 2022 election illegally.
The defendant faces up to five years in prison for his crime, up to one year of supervised release, a $250,000 fine, and a $100 special assessment.
Ochoa-Perez was charged by information with two counts of voting as an alien after she allegedly voted illegally in the 2022 and 2024 November general elections in Chester County, Pennsylvania. If convicted, she faces up to two years of imprisonment, one year of supervised release, a $200,000 fine, and a $50 special assessment.
Guppy and Maldonado both face one charge of voting as an alien for voting in the 2022 and 2024 elections and face up to one year of imprisonment, one year of supervised release, a $100,000 fine, and a $25 special assessment if convicted.
“Voting by noncitizens is illegal and has real consequences for the American public,” Homeland Security Investigations Special Agent in Charge Nathan Abel said in a statement. “Every unlawful ballot can undermine confidence in the election process and diminish the voices of American citizens. HSI Philadelphia remains committed to working with our law enforcement partners to investigate election-related fraud and help protect the integrity of U.S. elections.”

Two-tiered justice: Local DAs shield noncitizens from immigration consequences
When a local prosecutor weighs immigration status when deciding charges and plea deals, two people who commit the same crime in your community could face very different consequences. A House report and a DOJ investigation now allege that's happening in jurisdictions from Northern Virginia to Colorado to Philadelphia.
District attorneys across the country are accused of providing illegal immigrants preferential treatment when they commit crimes, allowing them to remain free in the country and put U.S. citizens’ lives at risk. The related reports seem to indicate that when the arrested person is a U.S. citizen, they are denied much of the leniency shown to illegal immigrants accused of the same crime.
The House Judiciary Committee and its Immigration Subcommittee released a report this week detailing how Arlington County, Virginia’s Commonwealth’s Attorney, Parisa Dehghani-Tafti, “obstructs the enforcement of federal immigration law and shields foreign national criminals from accountability.” Dehghani-Tafti's campaign received $515,000 from George Soros-affiliated political entities, Fox News reported last October.
Congressional committee says policy ensures that certain foreign nationals are never convicted of DWI
“Democrats' open-borders policies and sanctuary jurisdictions have had devastating consequences for U.S. citizens. Even after the American people resoundingly rejected Democrats' pro-illegal alien policies in November 2024, Democrats across the country reinforced sanctuary policies to ensure that the millions of illegal aliens who entered the U.S. are never removed from the country,” the Committee wrote in its announcement of the report.
Immigration and Customs Enforcement (ICE) data contained within the report showed that sanctuary jurisdictions – cities that have vowed not to work with ICE – have declined at least 41,085 detainers between Oct. 2022 and early 2026.
The Judiciary Committee’s report included testimony from Dehghani-Tafti about her office’s policy to shift outcomes for Deferred Action for Childhood Arrivals (DACA) recipients charged with Driving While Intoxicated (DWI) to ensure they don’t lose their DACA status. “This policy ensures that certain foreign nationals are never convicted of DWI in Arlington County, [Virginia] solely due to their status as non-U.S. citizens,” the Committee wrote.

“Arlington County treats illegal aliens differently than similarly situated American citizens. Immigration-specific considerations, and the potential for a different prosecutorial outcome based on those immigration considerations, are not available to American citizens charged with similar crimes,” the Committee added.
Arlington County’s refusal to work with ICE also extends to cases involving felons and terrorists, the Committee found.
Lax treatment, tracking of illegal immigrants leads to deaths of American citizens
In neighboring Fairfax County, the situation is largely the same with Commonwealth’s Attorney Steve Descano, who is under investigation by the Department of Justice (DOJ) for possible discrimination against American citizens. "This investigation will uncover whether this prosecutor is putting the community at risk in offering sweetheart deals to illegal immigrants charged with serious crimes," Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division said in May.
The investigation came several months after Stephanie Minter was murdered in Fairfax County, allegedly by Abdul Jalloh, an illegal immigrant with a criminal history who has had nearly every charge against him dropped by Descano’s office. For his part, Descano denied wrongdoing and told a local news outlet that "my policies are fair, legal, and reflect the values of my community."
Across the country in Boulder County, Colorado, District Attorney Michael Dougherty’s published policy states that prosecutors in his jurisdiction must consider collateral effects when it comes to illegal immigrants committing certain crimes. House Judiciary Chairman Jim Jordan, R.-Ohio, subpoenaed Dougherty last week regarding alleged preferential treatment to illegal immigrants. Jordan’s Committee had been trying to get records and information from Dougherty’s office for months, but the DA kept refusing.
In Denver, the Judiciary Committee sent a letter to DA John Walsh citing similar collateral consequences for illegal immigrants.

“Under your leadership, the Denver District Attorney’s Office undermines the rule of law under the guise of safeguarding the public. For years, in fact, your office has openly given preferential treatment to aliens based solely on their immigration status,” Jordan wrote to Walsh in May. “In 2019, your predecessor implemented a policy to consider a criminal defendant’s immigration status when making prosecution decisions. Noting that ‘[d]ifferent individuals charged with the same crime may face markedly different consequences depending upon various factors, including an individual’s immigration status,’ the former District Attorney directed the office to ‘take reasonable steps to mitigate [immigration] consequences” for criminal aliens.’”
In 2017, illegal immigrant Ever Valles shot and killed 32-year-old landscaper Timothy Cruz. Valles had previously been protected from an ICE detainer when he was released from prison without officials informing ICE, per sanctuary city policy.
Jordan accused Walsh of continuing that policy and demanded documents and information relating to the DA office’s interactions with ICE and the prosecution of illegal immigrants.
Philadelphia’s DA Larry Krasner also uses the policy that “low-level and nonviolent crimes should not lead to deportation or necessarily risk one’s immigration status.” Jordan also subpoenaed his office in May.
DA caught boasting about "criminal aliens being released onto Philadelphia streets, free to reoffend" Jordan says
“In fact, you created an Immigration Counsel position within your office to evaluate cases involving non-U.S. citizens so that foreign nationals ‘can avoid unnecessary and unjust consequences’ — in other words, to shield criminal aliens from deportation,” Jordan wrote. “You also openly boast about how your policies have resulted in criminal aliens being released onto Philadelphia streets, free to reoffend. Even in cases involving murder or crimes against minors, a prosecutor in your office may still consider a criminal alien’s potential deportation or other immigration consequences in making prosecution decisions.”
In New York, Brooklyn DA Eric Gonzalez hired two immigration attorneys to advise prosecutors specifically on plea offers and sentencing for illegal immigrants, potentially reducing charges to avoid deportation.
In California, Los Angeles and Contra Costa County each have DAs that consider a person’s legal status when charging them for a crime. Former L.A. The immigrant, Jose Ines Garcia Zarate, 45, was later acquitted of murder and involuntary manslaughter charges, as well as assault with a deadly weapon. Jurors convicted the Mexican citizen of being a felon in possession of a firearm, which could bring a three-year sentence.
Multnomah County in Oregon's policy also states that consequences should be roughly equal for U.S. citizens and illegal immigrants, meaning deportation is to be avoided.

Report: UAE intel warned Shin Bet of Hamas action before Oct. 7, prompting leader’s call to Netanyahu
Emirati leader reportedly phoned premier to ensure info was passed on; more details revealed of alleged similar warning by Hamas chief Sinwar shortly before onslaught

The United Arab Emirates’ intelligence service warned the Shin Bet in September 2023 that Hamas could carry out a violent action by the end of the month — days before the October 7 massacre took place — Channel 12 reported Tuesday, saying the intelligence warning was what prompted UAE President Mohammed bin Zayed’s subsequent phone call to Prime Minister Benjamin Netanyahu on the matter.
According to the network, which cited three senior Emirati sources with direct knowledge of the matter, the UAE warning was essentially identical to information the Shin Bet had received through a separate channel from then-Hamas leader Yahya Sinwar warning of an impending “earthquake” over negotiations for the release of Palestinian security prisoners.
Critics of Netanyahu, among them victims of the eventual Hamas attack and families of those killed or kidnapped, have pointed to the alleged warnings as part of what they allege were failed policies that enabled the attack to take place.
Channel 12 originally reported on Sinwar’s warning in 2024, but reports of the phone call between bin Zayed and Netanyahu only emerged in recent weeks with a Haaretz exposé. The call was confirmed to The Times of Israel by an Emirati source. Netanyahu has denied that any such conversation took place.
Bin Zayed called Netanyahu to ensure that the intelligence passed by the Emiratis to the Shin Bet had reached him, and was assured by the premier that the matter was “being handled,” the network reported.
However, when the end of September passed with no attack, Israeli officials challenged their Emirati intelligence counterparts, saying the latter’s sources had not been telling the truth, Channel 12 said.
The network also reported new details on why the Shin Bet misinterpreted Sinwar’s warning, in which the Hamas leader reportedly cautioned to “prepare for an earthquake in the prisons over the prisoner issue,” an apparent reference to Palestinians incarcerated in Israel, including those who committed terror attacks.
At the time it was received, Israeli intelligence was separately seeing indications that a senior Iranian official, which Channel 12 said it cannot name, had asked Hamas to take responsibility for negotiations to free Israeli-Russian researcher Elizabeth Tsurkov from the pro-Iranian Iraqi group holding her, which had reportedly agreed to the proposal.

Officials who participated in a Shin Bet-convened assessment at the time told Channel 12 that Sinwar’s warning fit the emerging intelligence picture “like a glove,” and that nobody in the discussion proposed an alternative interpretation of any impending attack.
A senior security official told Channel 12 that the alleged subsequent warning from bin Zayed could have altered that assessment.
“If a subsequent message did indeed reach the prime minister himself from MBZ, it could have been the final piece that would have sent us toward additional, deeper investigative steps,” the official said. “Something was needed to outweigh the reassuring indicators we had accumulated for ourselves. It is possible that this could have been that sign.”
Tsurkov was eventually freed in September 2025. Sinwar was killed by Israeli forces in Gaza in October 2024.
Earlier this month, Haaretz reported on the alleged phone call between bin Zayed and Netanyahu, and the warning it included.
According to that report, the alert from bin Zayed was of a broader scope: that Sinwar was planning major action against Israel that would lead to bloodshed, unsettle the region, and potentially harm the Abraham Accords, which had established diplomatic ties between Israel and the UAE.
The report said MBZ was surprised by Netanyahu’s response in the 45-minute phone call, which was sanguine, with the Israeli premier telling him Jerusalem was on top of things in Gaza, that any Hamas action was likely to come in the West Bank, and that Israel was prepared for any scenario.
The Haaretz report said bin Zayed’s awareness of a Hamas threat had come from Sinwar himself, who in mid-2023 was frustrated by the lack of progress in negotiations for a Palestinian prisoner release deal with Israel.
On October 7, 2023, Hamas-led terrorists launched a cross-border, multipronged assault, brutally massacring 1,200 people in southern communities, mostly civilians, taking 251 hostages to Gaza, and sparking years of conflict that spread across the Middle East.
In response to the Haaretz report, the Prime Minister’s Office said the report was “a total lie! Prime Minister Netanyahu did not speak with the president of the United Arab Emirates during the period in question and received no warning from him.”
