That extra information changes my read of it quite a bit. “TAURUS POSSE” is almost certainly deliberate wording, rather than a generic “___ Has a Posse” sticker.
I searched specifically for the phrase, including D.C./graffiti/sticker contexts. I couldn't find evidence of a documented Washington, D.C. crew or organization called “Taurus Posse.” More importantly, I found a strong clue about the visual language.
### What “TAURUS POSSE” is probably referencing
The phrase is almost certainly riffing on “André the Giant Has a Posse,” the famous 1989 sticker/graffiti campaign by Shepard Fairey. The original stickers spread through skateboarding and graffiti communities, and the design eventually evolved into Fairey's OBEY imagery. Wikipedia
That particular visual tradition is definitely present in D.C.; for example, a replica of the original André sticker was photographed on Pennsylvania Avenue SE in Washington in 2021. Flickr
So “TAURUS POSSE” appears to be a localized/parodic descendant of that sticker tradition:

That's potentially significant because Luigi Mangione was born May 6,making him a Taurus.So “Taurus Posse” has been used as a playful label for people who identify with/support him. ### Looking at your actual sticker
The big sticker in your photo doesn't look like the commercial Luigi sticker I found, so I wouldn't claim it's that particular artist's work. The commercial version, for example, is a very different red/blue “LUIGI” design. TeePublic
