A California couple at the center of a surrogacy scandal was arrested on Tuesday. A law enforcement source confirmed the arrests to CBS News shortly before officials held a news conference to announce the latest developments.

 

Guojun Xuan and Silvia Zhang are being charged with multiple counts including conspiracy to commit child abuse and dissuading a witness, Los Angeles District Attorney Nathan J. Hochman said. He is asking for bail to be set at $100 million.

 

The couple drew national headlines last year after authorities raided their Arcadia mansion in July 2025 and took 21 kids, mostly surrogate-born, into state custody.

 

"What has been publicly filed in the complaint today is incredibly disturbing. It involves horrific punishment and beatings and child abuse," Hochman said at the news conference alongside LA County Sheriff Robert Luna.

Former state Sen. Dennis Bradley arrested in Bridgeport absentee ballot investigation

Dennis Bradley, the former Democratic state senator from Bridgeport who was convicted earlier this year on multiple counts of wire fraud, was arrested Tuesday morning on new charges of absentee ballot tampering.

 

Bradley, 42, is charged with two counts of illegally possessing absentee ballots and envelopes, along with two other charges for being present when a voter filled out their ballot and opening a ballot envelope. He was released on a promise to appear in Bridgeport Superior Court on Oct. 21.

 

The incident detailed by state prosecutors appears to be the same one reported by News 8 in August.

 

Alesia Dennis of Bridgeport said that upon receiving her absentee ballot, she had voted for the two “Row A” Democrats—Connecticut Gov. Ned Lamont and Probate Judge Paul Ganim.

 

Dennis alleges that on July 30, Bradley arrived at her apartment with another unidentified man and asked whether she had voted for Mark Bradley, a probate judge candidate and his brother.

 

According to Dennis, she allowed the two men into her apartment and showed them her sealed, completed absentee ballot. She said surveillance video from her kitchen shows Dennis Bradley opening an envelope she says contained her ballot.

 

Dennis alleges Bradley then handed her a pen and instructed her to change her vote for probate judge from Ganim to Mark Bradley.

 

“I did it because I was intimidated,” Dennis told News 8 in August. “And I didn’t know what was going to become of this anyway. I just wanted to do what I had to do so they can get out my house.”

Cornell taps former deputy AG Sally Yates to lead independent review

 

Cornell University announced on Tuesday that former U.S. Deputy Attorney General Sally Q. Yates has been retained to lead a "comprehensive independent review" into how the school "prevents and responds to sexual harassment, sexual assault and related misconduct on campus" amid allegations of a fraternity house gang rape.
