he won't do anything because either he is afraid of the deepstate-blackmail or simple knowledge of what they can do to him and his family, or the margins are too thin in congress to have any support for arrests, his push for arrests could backfire making him look bad if congress does not back him. The supreme court likely would not back mass arrests either.
I will admit when he had a chance to use the momentum of the 2020 stolen election disclosures, affidavits etc. He did nothing tangible but repeated "They've been caught". He says similarly about Brennan, Comey etc..It's the same as congress saying they found wrongdoing, but nothing happens. I don't think a president has as much power as some people think. The two other branches greatly constrain what a president can do. In fact if you are looking at "pure power" the Senate is more powerful, because they can impeach and REMOVE a sitting president, but a president cannot oust a member of the Senate unilaterally.
