LOS ANGELES (AP) — Eva Marie Saint, the pale, willowy actor who won an Academy Award for her first movie, “On the Waterfront,” and starred opposite Cary Grant in the Alfred Hitchcock thriller “North by Northwest,” has died. She was 102.

Saint, whose acting work lasted well into her 90s, died at her home in Los Angeles on Tuesday, confirmed family representative Jeff Sanderson.

Saint had one of the most spectacular debuts in Hollywood history, as the love interest of Marlon Brando’s tormented Terry Malloy in “On the Waterfront,” and her first trip to the Academy Awards was memorable too.

Pregnant with her first child, Saint accepted her Oscar from Frank Sinatra and smilingly murmured a unique winner’s speech: “I think I may have the baby right here.” (Her son, Darrell, was born two days later.)

The award for the 1954 classic made her an instant star, but she soon astonished Hollywood with a firm independence that would mark her career. She refused offers of studio contracts and declined chances to follow up on her great success, explaining that she was taking time off to become acquainted with her new son. (A daughter, Laurette, was born in 1958.)

A curated career

In her first decade in Hollywood, Saint appeared in a mere seven films. She declined such top-level productions as “The Man in the Gray Flannel Suit” with Gregory Peck, “Summer and Smoke” with Laurence Harvey and “The Rainmaker” with Burt Lancaster. She credited her husband, TV and stage director Jeffrey Hayden, with persuading her to star in Hitchcock’s “North by Northwest,” the classic 1959 thriller in which Saint plays a spy who seduces Grant, but ends up falling for him.

“I vividly remember him saying, ‘Honey, I think you should find a quiet spot. I’ll take care of the children and I want you to really think about this and reread this script,’” she told Vanity Fair in 2014. “He was so right. And that’s what husbands are for.”

Instead of being put off by her selectivity, studios continued offering her starring roles in such films as “Exodus” (with Newman), “Raintree County” (Elizabeth Taylor, Montgomery Clift) and “All Fall Down,” with Warren Beatty.

She turned more to television in the 1970s and enjoyed renewed popularity in the 1980s as the mother of Cybill Shepherd in the hit sitcom “Moonlighting” and as Tom Hanks’ mother in the film comedy “Nothing in Common.” She won an Emmy for the 1990 miniseries “People Like Us,” and had roles in such 21st century movies as “Because of Winn-Dixie,” “Superman Returns” and “Winter’s Tale,” adapted from Mark Helprin’s novel of the same name. In 2021, she played Marisa Tomei’s aunt in the brief audio play “The Bus Ride,” part of “The Pack Podcast.”

Saint was married to Hayden for 65 years, until his death in 2016.

That was her real name

When Saint emerged in the public consciousness, many believed her theatrical-sounding name must have been invented. She was born with it on July 4, 1924, in Newark, New Jersey. The family moved to Delmar, a small town near Albany, New York, where her father was a Goodrich Rubber Co. manager. Eva’s goal was to become a third-grade teacher like her mother, but at Bowling Green State University in Ohio she tried out for a play and won the leading role….

DHS Proposes Fees for Foreign Student Work Program to Protect American Jobs

Release Date: October 7, 2026

WASHINGTON — The United States Department of Homeland Security (DHS) announced a proposed rule that,if finalized, would implement new fees for F-1 nonimmigrant students seeking to participate in Optional Practical Training (OPT), a temporary employment authorization connected to a student’s field of study, in order to reduce the flow of cheap labor into the United States and make it easier for American citizens to compete in the job market.

The proposed rule would establish a $70,000 fee per F-1 nonimmigrant student for initial OPT and a $30,000 fee per F-1 nonimmigrant student for any subsequent OPT. DHS is proposing the fees to combat fraud and abuse, strengthen the integrity of the immigration system, and protect U.S. workers.

“Optional Practical Training was never meant to be a back door into the American workforce, a subsidy for cheap labor, or a prize for those who game the system,” said a DHS Spokesperson. “DHS is upskilling OPT to require foreign students to justify their worth to employers. American workers should not have to compete against a program that has been turned into a pipeline for cheap foreign labor.”

Existing federal regulations allow eligible F-1 nonimmigrant students to engage in OPT if the OPT is directly related to the student’s major area of study. To participate, F-1 nonimmigrant students must receive a recommendation from their designated school official (DSO) and apply for employment authorization with U.S. Citizenship and Immigration Services (USCIS).

F-1 nonimmigrant students may apply for OPT during their academic program (pre-completion OPT) or after completing their program (post-completion OPT). Eligible F-1 nonimmigrant students may receive up to 12 months of OPT at each education level. Those who earn degrees in science, technology, engineering, or mathematics fields may be eligible for an additional 24-month extension.

DHS is proposing the rule in response to fraud and abuse identified by the Student and Exchange Visitor Program (SEVP). As more F-1 nonimmigrant students have participated in OPT, SEVP has encountered schools, designated school officials, employers, and F-1 nonimmigrant students engaged in schemes to exploit current regulations, including problematic worksites and “pay-to-stay” visa schemes.

DHS believes the proposed fees would encourage schools to exercise greater oversight and selectivity when recommending F-1 nonimmigrant students for OPT, helping reduce fraud and strengthen program integrity.

The proposed rule also aligns with recent executive orders and other presidential directives emphasizing the protection of U.S. workers and the integrity of employment-based immigration programs. The increased fees would support program oversight and help ensure schools, F-1 nonimmigrant students, and employers use OPT consistent with its intended purpose and applicable regulatory requirements.

Under the proposed rule, SEVP-certified schools must pay the fee before designated school officials recommend F-1 nonimmigrant students for OPT in the Student and Exchange Visitor Information System (SEVIS) and before F-1 nonimmigrant students apply for employment authorization with USCIS. USCIS would not grant employment authorization to F-1 nonimmigrant students if schools have not paid the required fee.

The proposed fee would not be tied to a specific employer. Instead, it would apply when schools recommend an F-1 nonimmigrant student for any type of OPT. Collected fees would be deposited in the Treasury of the United States.

DHS will accept public comments on the proposed rule from October 8 through November 9. Additionally, the Paperwork Reduction Act section of the rule will have a 60-day public comment period. Members of the public should refer to the Federal Register notice for instructions on how to submit comments for DHS consideration. After the public comment period closes, DHS will review all properly submitted comments and materials and may revise the rule based on public feedback.

SEVP will provide additional communications about the proposed rule through its communications channels, including SEVIS Broadcast Messages, Study in the States, and field representatives.

Major U.S. Trading Partners Agree to Confront Predatory Trade Practices

John Carney7 Oct 202620

Major U.S. allies and trading partners have agreed to work together to confront government-backed industrial overproduction, expanding international support for the Trump administration’s campaign against trade practices that threaten domestic manufacturing and jobs.

Fourteen economies joined the United States in a joint ministerial statement announced Wednesday, pledging to develop coordinated responses in automobiles and electric vehicles, batteries, chemicals, foundational semiconductors, and solar panels.

The signatories include every Group of Seven country, the European Union, Mexico, South Korea, India, Australia, Argentina, Poland, and Türkiye. Senior officials began work on the initiative on the sidelines of the Organisation for Economic Co-operation and Development’s Trade Committee.

Although the statement does not name China, Beijing’s industrial policies are the principal target. The sectors identified are central to international concerns about Chinese subsidies and expanding exports, while the document’s warnings about concentrated production and export restrictions reflect growing concern about dependence on Chinese suppliers.

The agreement follows discussions at last week’s G20 trade ministerial in Milwaukee, where the United States pressed for collective action against excess industrial capacity and non-market economic practices. Ministers failed to reach a consensus on that issue, but the new statement establishes a coalition willing to pursue cooperation outside the full G20.

The statement represents a major policy win for U.S. Trade Representative Jamieson Greer, who has pressed economic partners to cooperate on a trade agenda aimed at restoring a sustainable balance in global commerce and confronting predatory mercantilist practices by China and other countries.

The governments described a problem extending beyond ordinary competition among manufacturers. They pointed to production that persistently exceeds global demand and would not exist under market conditions, sustained by government policies or interventions.

Such practices distort prices and production patterns, discourage market-based investment, undermine exports from competing economies, and obstruct innovation and new entrants, the statement said.

The signatories also warned that concentrating production in one country can deepen other economies’ dependence on its products, leaving them vulnerable to economic coercion, including arbitrary export restrictions.

“Left unchecked, these issues will continue to cripple domestic industries, displace local production, and hinder our ability to raise the standard of living for workers and their families,” U.S. Trade Representative Jamieson Greer said in the announcement.

Greer said the Trump administration would continue working with trading partners to defend American industries and workers against distortions created by non-market policies.

The statement calls on countries to eliminate structural excess capacity, including by ending policies that distort markets and perpetuate overproduction. It acknowledges that an increasing number of governments are already taking defensive action and says those efforts can become more effective through cooperation, information sharing, and complementary measures.

The participating governments will establish dedicated platforms for the five initial sectors. Technical officials are committed to meeting before December to develop terms of reference, exchange non-confidential information about excess capacity and its effects, and identify gaps in available data.

They also agreed to explore effective and, where possible, complementary actions to protect their economies. Other countries, including those outside the OECD, are invited to participate.

While the announcement does not impose new tariffs or specify particular enforcement measures,it establishes a process for developing coordinated responses across industries where governments say subsidized overproduction threatens employment, investment, and industrial development.

The initiative builds on a decade of international discussions about excess capacity. The statement recalls that G20 ministers and leaders agreed in 2016 that government subsidies and other support could distort markets and contribute to industrial overcapacity. Those discussions helped establish the Global Forum on Steel Excess Capacity.

Despite those commitments, the signatories said, the problem has worsened and spread through domestic industries and their supply chains.

The new agreement broadens that effort beyond steel, bringing major advanced and emerging economies together to address practices they say threaten manufacturing and ultimately lower living standards.

Minnesota: Somali Democrat Mayor Pushes Gun Ban as Fix for Somali Gang Crime

St. Louis Park Mayor Nadia Mohamed (D), the first Somali-American elected mayor in Minnesota, suggests the solution to Somali gang gun violence is to ban firearms.

A clip of Mohamed expressing her support for a gun ban has made the rounds on social media.

Bearing Arms quoted part of her comments wherein she dismissed criticism of the Somali gangs as “rhetoric” that is “irresponsible” and turned to gun control as a solution:

A crime is a crime is a crime is a crime. But what the rhetoric you are pushing, at best is irresponsible, at worst is dangerous. So you may be wondering, hey Mayor, how can we solve for this then? How can we have conversations that are effective, that can actually get something done? And the answer is easy.

Ban guns.

On October 4, 2026, Breitbart News pointed to reports indicating alleged Somali gang-related gunfire broke out at Eden Prairie High School in a Minneapolis suburb Friday around 9:00 p.m.

A news release from the Eden Prairie Police Department said two Somali males were injured during the shooting, one of whom was 17 and the second of whom was 18. The injuries they sustained were not life-threatening.

Exclusive – Leidos CEO Tom Bell: World Cups, Super Bowls Impossible Without DHS Protection; Our Systems Ensure They ‘Can Distinguish Between a Bird and a Drone’

Matthew Perdie / Breitbart News Jasmyn Jordan 7 Oct 20261

Leidos CEO Tom Bell described how the company works with the Department of Homeland Security to secure major public events, pointing to its role at the FIFA World Cup and explaining how its technology detects and counters drones during a Breitbart News discussion on border security, public safety, and American sovereignty.

Breitbart News Washington Bureau Chief Matthew Boyle asked Bell about Leidos’s role in securing major events, including football games, the Super Bowl, and the 2028 Olympics in Los Angeles.

“We’re very proud of our service to the Department of Homeland Security in that regard, and beyond the Department of Homeland Security,” Bell said. “Our systems and our products, our solutions, have been parts of presidential parades. They’ve been parts of … heads of state visits and securing major events like Super Bowls for years.”

Bell pointed to the FIFA World Cup as another example.

“Heretofore, we had a major role in assisting the Department of Homeland Security in securing FIFA and the World Cup that we all enjoyed this past summer, and you know it was a huge success,” Bell said.

“I think Secretary Mullin will talk about it a little bit, but it wasn’t without its challenges and it wasn’t without its threats that were effectively defeated with both our software, our solutions, and of course the manpower and the prowess of the Department of Homeland Security,” he continued.

He then detailed how Leidos’s systems identify drones.

“What do I mean by what we bring to the party? We have active and passive surveillance systems that can distinguish between a bird and a drone,”Bell said.

“Very important, because there’s a lot of birds flying around all the events and they’re harmless, but a drone is something we need to detect and effect,” he continued.

Bell also described the company’s use of non-kinetic systems.

“So we have the detection, and then we also have the effectors that take care of that,” Bell said. “Most of our money and our non-recurring development is in the area of non-kinetic effects.”

“I think this is very important, especially when you’re talking about urban spaces and suburban spaces,” Bell continued. “You can’t be shooting things with kinetic effects, and so our non-kinetic effects bring down drones ubiquitously. Again, distinguishing them from the birds.”

Bell closed by pointing to future work with federal agencies.

“So we’re very excited about the opportunity to continue to work with the Department of War, with the Department of Homeland Security, with other agencies that are very interested in homeland defense and base security in these non-kinetic effects,” Bell said.

Exclusive: DHS Secretary Markwayne Mullin Says Canada Not Taking Border Security Seriously

Matthew Perdie / Breitbart News Matt Mercer 6 Oct 2026

U.S. Department of Homeland Security Secretary Markwayne Mullin said the success of theTrump administration’s policies at the southern border is now putting pressure on other areas, and identified issues at our northern border with Canada. Mullin made the comments on Tuesday at Breitbart’s Border Security, Public Safety, and American Sovereignty Event in Washington, DC.

“On our northern border we’regetting [individuals from] Yemen, Iraq, Uzbekistan, Tajikistan… those countries. That’s causing a little bit of a challenge because we don’t always have extradition with those countries, so we’re pushing them back into Canada.”

Weakness along the border with Canada was identifiedas an issue early in President Trump’s second term in office.

In March 2025, FBI Director Kash Patel told lawmakers on the House Intelligence Committee that “effective resolution” to the southern border crisis caused adversaries such as China, Russia, and Iran to shift their resources to targeting America’s northern border, a Fox News report stated. “The enemy adapts,” Patel said.

Statistics show northern border apprehensions number in the hundreds per month, significantly fewer than the southern border. In terms of total encounters, President Trump’s first months in office led to steep declines in both. The Government Accountability Office (GAO) produced a report on June 30 this yearindicating Customs and Border Protection (CBP) faced a longstanding staffing shortage on the northern border.

“Although the number of authorized agents increased, the number of agents assigned to and working in these sectors decreased by about 6 percent. There was also a decrease in the staffing rate for Law Enforcement Information Systems Specialists who monitor surveillance technology. GAO recommendedthat CBP develop and implement a plan to address this staffing gap, which could help the agency better carry out its responsibilities,” the report stated.

Canadian Prime Minister Mark Carney’s antagonism towards President Trump has not helped matters.

While seemingly colluding with Democrats in the United States and hiring a Democrat political operative to fill a newly created senior position in his government, Carney has also taken steps to grow closer to China and the open borders agenda of the European Union, which he wants to join as an “associate member” while rejecting an American trade deal.

Recent tensions with the United States centered on trade, but Canada’s embrace of mass migration in recent years created strains on their economy, housing, and social services.

U.S. Border Czar Tom Homan calledCanada’s immigration laws “too lax” in an interview with Canada’s CTV in December 2024.

Exclusive — FCC’s Brendan Carr Announcing Final Rules to Limit Agency’s Recognition of Test Labs to U.S. or ‘Reciprocal Economies’

Federal Communications Commission (FCC) Brendan Carr is announcingfinal rulesthat would limit the agency’s recognition of Test Labs to those located in the U.S. or in countries that grant U.S. labs reciprocal recognition, Breitbart News exclusively learned.

The U.S. has long abandoned the principles of trade reciprocity but is moving back to a more fair approach under President Trump’s leadership, with the FCC addressing Test Labs in nations that lack reciprocal agreements. As a result of previous practices, the majority of testing has been offshored to non-Reciprocal Economies, making it more difficult for the FCC to conduct proper oversight.

On Wednesday, Carr is expected to offer a final rule that would put an end to the unfair trading practices in this respect. If the rule is adopted at the meeting later this month, it would go into place December 1, 2028, meaning “testing, certifying, and accreditation” activities would have to occur in the U.S. or a Reciprocal Economy — not a non-Reciprocal Economy.

Per the press release:

Before any electronic device can be used or marketed in the U.S., it must be tested at an FCC recognized lab. With this decision, the FCC would ensure fair and reciprocal treatment for U.S. industries. Specifically, the proposed FCC order would limit the FCC’s recognition of Test Labs to those located in the United States or in countries that grant U.S. labs reciprocal recognition (Reciprocal Economies).

“For decades, officials inD.C. looked the other way when foreign nations abused their relationships with America and adopted trade practices that failed to account for basic concepts of reciprocity and fair dealing,”Carr said in a statement.

“Those efforts included the offshoring of testing capacity to foreign labs and the gutting of American jobs and domestic industry. Flash forward to now and less than 4 percent of all electronic devices are tested in labs located inside the U.S. and the lion’s share are tested in countries that do not operate a reciprocal economy,” he continued. “So today, we take appropriate action to insist on fair and reciprocal treatment in international commerce.”

This America First approach, following the steps of President Trump, is intended to send a message to the world that access to the American economy is a “privilege.”

FCC Commissioner Olivia Trusty said in a statement regarding such rules in April, “When Americans think about national security, they often picture our military, warfighters parachuting from helicopters, intelligence agencies engaged in covert espionage operations, or perhaps the latest spy-thriller.

What rarely comes to mind is the ‘made in’ label on the RF devices in their homes, or the reality that the lifecycle of those devices, including where they are tested for FCC certification, can have profound implications for the security and privacy of both consumers and their neighbors.”

She noted the FCC has made strengthening the authorization process a top priority in its national security efforts.

The press release onthis final rule proposal notes that the rules “follow last year’s ‘Bad Labs’ rules, which prohibited Test Lab ownership or control by entities deemed national security threats, such as foreign adversaries.” As a result, over two dozen test labs lost their FCC recognition over problematic ties.
