Prevailing Wage Determination (PWD) – Employer requests DOL to set the prevailing wage for the job in the target area.

 

Recruitment – Employer advertises the job to U.S. workers, following DOL rules, and documents all recruitment efforts.

 

Recruitment Report & Quiet Period – Summarizes recruitment results; a 30‑day “quiet period” follows.

 

ETA‑9089 Filing – Employer submits the PERM application to DOL’s National Processing Center.

 

Audit – DOL may audit the recruitment process.
