China Builds a Parallel Global Governance System Ahead of Xiong’an Forum

China is turning its ambition to displace American leadership into an institutional strategy, building a coalition inside the UN while establishing organizations that could expand Beijing’s influence over international rules, mediation, AI, and data. Its promises of equality and cooperation raise questions about whether these institutions will serve their members or advance CCP interests.

A system that places state sovereignty above individual rights could shield authoritarian governments from international condemnation, while Chinese influence over technology standards could promote surveillance and censorship.

CCP officials have announced that China will host the first Xiong’an Global Governance Forum in Hebei Province this autumn and the APEC Economic Leaders’ Meeting in Shenzhen on November 18 and 19. Foreign Minister Wang Yi has listed both events among the next steps for implementing Xi Jinping’s Global Governance Initiative (GGI), Beijing’s plan to change how the world is governed.

Trump administration halts funding for two cybersecurity efforts, including one for elections

ATLANTA (AP) — The Trump administration has cut millions of dollars in federal funding from two cybersecurity initiatives, including one dedicated to helping state and local election officials.

The U.S. Cybersecurity and Infrastructure Security Agency, known as CISA, has ended about $10 million in annual funding to the nonprofit Center for Internet Security, a CISA spokesperson said in an email Monday.

It’s the latest move by Trump administration officials to rein in the federal government’s role in election security, which has prompted concerns about an erosion of guardrails to prevent foreign meddling in U.S. elections.

NSA, Military To Guard Computer Systems After Trump Guts Election Monitor

The U.S. National Security Agency and other military intelligence and cybersecurity forces will guard election systems during the November midterms, Defense Secretary Pete Hegseth said Monday.

Military cybersecurity experts have routinely helped monitor systems and deter potential hackers since election equipment was designated “critical infrastructure” in 2017. But Hegseth’s announcement comes after President Donald Trump gutted the civilian agency specifically created to safeguard election infrastructure, a division of the Department of Homeland Security called the U.S. Cybersecurity and Infrastructure Security Agency.

That agency last week released an election infrastructure security plan that lays out potential threats to election systems and lists services it would offer to election officials to protect the vote.

In a memo dated Sept. 22 and publicly announced Monday, Hegseth directed defense intelligence officials to mobilize every resource “to defend our election infrastructure from foreign malign influence and ensure that every lawful voter can cast their ballot free from foreign intimidation, coercion, or fear.”
