This is fucking embarrassing. This is obviously a lens flare It's coming from the brightest point in the sky.
It looks like a lensflare. It's coming from the brightest point the in the sky. Also, the smoke is rising from a different point than the one where the "laser" is hitting.
If somebody were to hold a gun to your head and ask if this was a space laser, or a lens flare, the majority of people would say lens flare. Take it from somebody who knows about lenses.
This is the reason most cinema cameras use lens hoods.
