You do know that a dividend is for Stocks like on the market you do not get one for being a US citizen the closest thing you get is a tax refunded. This is if there is a surpluses the they normally split it and send it to the population if it is a good large number.

This is what happens from taxes… this is not usually for anything else this is because the people pay taxes. Say other things form the country in general will normally be budget for other things. This is how I understand so no there is no dividend in anything.

If you did this for the adult population because kids would it be eligible this would be at 290 million people taking off about 60 million in kids do under 18 you would need 1.45 trillion dollars.
