Yes, similar language was incorporated into the 2017 NDAA. However, that is totally irrelevant as to whether HR5181 passed. It hasn't, so quit beating this dead horse. It cannot be revived into any bill in future years unless it gets a new H.R. number. Any other interpretation is disinformation.
