Perhaps this is the source of the problem. Elon Musk has repeatedly said that Starlink systems are not permitted to be used for military operations; the Starlink system is a commercial communication system that carries terms of service that do not permit use as a weapon.
The Starshield system (not Starlink)is the government military system created by Musk and is utilized for military purposes as controlled by the U.S. government. Starshield is not a commercial system and the authorization for use is through the government.
Zelenskyy is now claiming he uses Starlink for military attacks, a violation of the terms of service, but claims he only uses them inside Ukraine territory.
