What Z is talking about is NOT military grade and is for consumers that is NOT intended to be used for war. Z used the consumer version of Starlink to bring death to Russian soldiers. That's against the licensing agreement for the consumer version.

Z used regular Starlink to kill soldiers. It is NOT the warfare version which is 'StarShield'. Z was never given access to StarShield so he used commercial Starlink to hunt humans. Usage of Starlink for war or death is a violation of the user agreement.

They are not the same.
