Seems like Z has been trying to ramp up a WW3 by just bombing things unannounced. His only way to win is hide in a bunker until it's over kind of strategy.

That's a cool bounty. 1% of what fraud you uncover. So if you find uncover billions in fraud we're talking 10s of millions in bounty reward .
So even the bad people would be enticed to rat out their leaders.
