I read the whole confessiont. What was weird is that the voice told him to do random things like just ride a bike. This sounds like he was being tested with a new means of control.
I read the excellent book by John Marks called The Search for The Manchurian Candidate. Here's how he ends it:
He found that the related programs were moved to ORD and proceeded with another FOIA request for those new files. ORD responded that they had found 130 boxes related to human behavioral research. Marks never got his hands on them.
