so based on that whole thread here is what I know for fact.
The P8 test range is in the area based on planefag's post.
in regards to the tanker they sometimes have to sit for 24-48 hrs prior to entering port for customs clearance. Would need to know what port it came from.
that entire area surrounding San Clemente island is all navy training area. and surround waters for missle testing, weapons testing from ships and testing for radar and sonar systems (hence the P8)
