one thing to be pointed out about ham radio too is the ability of the licensees to do relay broadcasts.

in the 70s my grandfather in texas talked to german ham operators that talked to my boyfriend in the hospital there, and that is how we got messages back and forth to avoid 40 dollar fone calls.

they did some sort of message relay when the boyfriend ended up in the hospital from a car wreck in west germany and i had already moved back to texas.

so conceivably these 'relays' could daisy chain messages all over the place and involve a number of countries and operators.
