OK, my understanding is that the gold fringe indicates Admiralty or Martial Law has, at least temporarily, replaced ordinary law.
Maybe with the seizure of the Clinton Library docs and some of these 'medevacs' that may have Gitmo as an ultimate destination, we are under an unannounced state of martial law.

This would not necessarily have to involve aliens. There could be Russian, Chinese, or corporate/cabal spacecraft out there which are hostile to U.S. military craft (including satellites) in space.
One of the possibilities some researchers have hinted at is that the cabal may have some assets in outer space, including some human personnel. And that various illegal activities may be occurring there which military spacecraft under proper Constitutional control would need to go deal with.
I can see how cabal-controlled space propulsion tech could have been used over the last 50 years to allow them to put assets in space which the media and schools don't tell us about.

It's quite possible that some of the groups listed above have illegal ties to the cabal where they are using advanced tech in space, and what POTUS may be doing is pulling an Eisenhower and trying to get that stuff back under proper Constitutional control.
Possibly relevant here too is the EO signed by Hussein that basically said U.S. corporations conducting activities in space can't be prosecuted should they break U.S. laws. It left the door open to all types of human rights abuses, financial crimes, space-based terrorism…
