Technician license holders have much smaller bandwidth than Advanced license holders.

 

Technician license does not require Morse code proficiency. This is crucial because of the time it takes to become proficient and effort to memorize Morse Code. Technicians use ham radio for voice OR data transmission.

Depending on the repeaters capabilities he can make anonymous phone calls via this repeater.

 

If there is a way to check the phone records of those repeaters (assuming they have this capability) you may have multiple smoking guns. That's my initial hunch on why he's using them. The spread and reach of those repeaters also would give him more anonymity. Higher frequency ham bands result in shorter distances allowable from repeater physical location. What bands are they? 10m, 2m,…?
