Any person at home can record large chunks of radio spectrum with affordable SDR hardware. I've played around with recording the entire HF spectrum from 0 - 25Mhz. It requires a massive amount of storage to hold it all. But it's really cool being able to play it back and sample different bands / frequencies, send it through decoders etc…
I could just imagine what the FEDS have in this regard.
