Anyway, my theory - it was all bullshit.
Manafort was under investigation by the FBI at the time.
How does he cover up the money laundering?
He has to declare it an investment loss.
How does he make it look like a real loss?
He had his partners 'sue' him for the money, in the Cayman Islands of all places.
Now there is no record of the case ever concluding.
But its not being pursued, either.
Verdict? It was all a dog and pony show to make it look like a real investor loss of money, instead of outright payment and 'foregiveness' of the loss.
ie, income that would be taxable.
