Codefag/hamfag update

Pulling all of the fed employee data now - there's a shitload of it. May be a day or two before I have it all. I have to crawl their site because there's no bulk data I can find. Going slow to not be an ass and piss off their webmaster.

Code written to compare against FCC ham database - testing now.

Output will be in XML format. Codefag out.
