I think they are both Steele, wearing different hats.

In one case, he was the intermediary between Fusion GPS and Noname, probably due to his relationship with Derispaska (who was also financing the OTHER Fusion work with Natalia).

In the other case, he was operating a Russian spy on US soil for MI6. This is the 'our guy' being discussed with Ohr/FBI.

I don't think McCain knew about his work with Ohr/FBI, and vice versa.

Meaing, they were using each other to validate each other, without realizing the source was the same.

I think the DOJ line is probably wrong.

It doesn't make sense that Strzok and Comey are there, since they are in the FBI line.
