I think the original work was to get kompromit of Jeb Bush, since Rubio would need to defeat him in their home state of Florida. Trump was a minor concern. Maybe Ryan was going to get VP?

Another theory is they are moving the investigation materials from the local FBI office to DOJ/FBI central.
